On this page you will find all the latest open job opportunities available at the Langeberg Local Municipalty.Langeberg Municipality is a Category B: local municipality, located within the Cape Winelands District Municipality in the Western Cape Province.

The municipal area covers approximately 4 517.4 km2. According to the population growth estimates, of Stats SA, the population figures for the area indicates a number of 117 450 residents and 28 401 households. The Municipality’s area of jurisdiction includes the town of Robertson, Montagu, Ashton, Bonnievale and McGregor, as well as rural areas adjacent to and between these town.


South Africa is a constitutional democracy divided into 3 spheres of Government. Each sphere’s responsibility is outlined in the Constitution of 1996. While national and provincial governments’ legislation may supervise the functioning of local government, a municipality governs, on its own initiative, the local government affairs of its community.

A municipality is tasked to structure and manage its administration and budgeting and planning processes to give priority to the basic needs of the community and to promote the social and economic development of the community.

The Constitution of 1996 requires that a municipality “must structure and manage its administration and budgeting and planning processes to give priority to the basic needs of the community and to promote the social and economic development of the community”.

The municipality makes a clear distinction between the politically elected structure, namely Council, which is responsible for the oversight and legislative function, and the Administration. The Council is chaired by the Speaker. The decision-making process is headed by the Executive Mayor together with the Mayoral Committee, who are full-time office bearers, involved in the day-to-day running of Council from a political perspective. The Administration is headed by the Municipal Manager, who is the organisation’s Accounting Officer. Powers have been delegated to the different functions within the organisation to ensure that roles, responsibilities, and decision-making are clear and unambiguous.



The Integrated Development Plan (IDP) is adopted by the council within a prescribed period after a municipal election and remains in force for the council’s elected term (a period of five years).

It is drafted and reviewed annually in consultation with the local community as well as interested organs of state and other role players and guides and informs all planning and development, and all decisions with regard to planning, management and development.

The IDP forms the framework and basis for the municipality’s medium term expenditure framework, annual budgets and performance management system and seeks to promote integration by balancing the economic, ecological and social pillars of sustainability without compromising the institutional capacity required in the implementation, and by coordinating actions across sectors and spheres of government.

This process includes:

  • Reporting on progress made in implementation of the five-year IDP;
  • Reaffirming of Council’s strategic objectives and service delivery agenda;
  • Determining annual targets in line with the five-year strategy;
  • Informing the Municipality’s institutional planning and the annual budget;
  • Reviewing ward development priorities through meaningful public participation;
  • Ensuring that all projects are in accordance with the strategic vision of the Municipality;
  • Reflecting on major risks and challenges threatening the sustainability of the Municipality and plan accordingly to ensure optimal utilisation of resources;
  • Reviewing key sector plans to ensure effective utilisation of available land and reflect spatially all planned development in the IDP; and
  • Embarking on an institutional strategic planning session to harmonise and package all intended plans into realistic outcomes.
