  • Offered Salary R869 007 per annum (Level 12). Annual progression up to a maximum salary of R1 023 645 is possible, subjected to satisfactory performance. The all?inclusive remuneration package consists of a basic salary, the state’s contribution to the Government Employee Pension Fund and a flexible portion that may be structured according to personal needs within a framework.

Job Description

REQUIREMENTS : An appropriate B.Degree or Advanced Diploma in the related field of ICT or equivalent qualification at NQF level 7, Minimum of 5 years’ managerial experience at a middle managerial level in the ICT environment in the Public Service. Minimum of 5 years’ technical experience in an ICT environment to assist with the institutionalisation of ICT Security in the Public Administration related to Comprehension of Information and ICT security and risk management and ICT disaster recovery. Must have understanding of Enterprise and ICT Architecture; change control and management; understanding of business continuity and business process design; understanding of Governance of ICT; understanding of business and ICT alignment planning and its implementation; Understanding of DPSA and Government-wide strategies or frameworks; ICT management and operations; Strategic management in an ICT context and analysis, development, implementation and monitoring and evaluation of ICT prescripts (policies, norms and standards, directives, circulars, frameworks and guidelines) and project management methodologies. Very good written and verbal communication, analytical thinking, report writing, managing interpersonal conflict and problem solving, initiative and ICT policy development skills. Ability to apply information technology and communication management. Thorough knowledge of Public Service ICT Regulatory prescripts (e.g. PSA/PSR, SITA Act/Regulations DTPS and NT prescripts), Public Service ICT policies, norms, standards, frameworks and guidelines, Knowledge of corporate governance and governance of ICT in the Public 82 Service and national/international scenario, international ICT standards, models and best practices (e.g. ISO 38500, ISO 31000, ISO 27000, King IV, and COBIT, Knowledge of the laws, regulations and practices applicable to ICT governance practices in the Public Service, in particular – Public Service Act, 1994 (as amended); Public Service Regulations, 2016; The Constitution, Government programs such as the National Development Plan, Key Strategic Priorities of Government, Promotion of Administrative Justice Act, 2000; Access to Information Act, 2000; Labour Relations Act, 1995 and Sound understanding of operations management. DUTIES : To develop prescripts, render advice and review such prescripts (policies, norms and standards, directives, circulars, frameworks and guidelines) pertaining ICT Security for implementation in the Public Administration. To implement compliance, conformance, performance and quality management of ICT Security in the Public Service. Working closely with stakeholders (GITOC, SSA, Auditor General, Department of Defence and National Treasury) to oversee implementation, management, monitoring and evaluation of the ICT Security and other relevant initiatives. To provide Implementation support to departments (including implementation of compliance with the prescripts, capacity building and Technical support and advise provided as required). Monitor implementation and compliance for effective compliance by national and provincial departments with the prescripts monitored and reported on and remedial measures communicated to the relevant departments for improvements. Evaluation and Impact studies conducted as required. To manage all the operations, systems and processes of the Sub-Directorate. Ensure effective and efficient functioning of the Chief Directorate systems developed and maintained. Annual and Operational Plans and related monthly, quarterly and annual reports developed and submitted by the stipulated due dates. Performance agreements, probation reports, mid-year and annual assessment submitted by the stipulated due dates. Sub-Directorate budget completed and submitted by the stipulated due dates and all audit findings addressed by the approved due dates.
