Job Description

Minimum Requirements: • NQF level 9 in Finance or Commerce • Registration with any of the following accountancy professional bodies o SAICA as a Chartered Accountant CA (SA) o The Chartered Institute of Management Accountants as Chartered Global Management Accountant, (GCMA) or o Association of Chartered Certified Accountants admitted as a member (Chartered Certified Accountant) • Experience o 6 years -Experience in managing a finance function preferably in the Higher Education Sector or similar industry o 8 years – Experience in financial accounting and/or financial administration o Prior experience managing an accounting or financial management team • Knowledge of financial accounting • Knowledge of Investment management • Knowledge of International Financial Reporting Standards • Proficiency in finance technology Preferred Qualification: • N/A Key Responsibilities: • Provide input into the financial management strategy and annual performance plan. Translate the strategy and annual performance plan into operational financial management plans • Measure and monitor the achievement of strategic objectives of the business unit and initiate corrective actions where required • Identify strategies to optimise revenue streams and subsidies • Oversee the development, review and implementation of relevant policies, procedures and systems in accordance with the relevant legislative / statutory requirements, • Provide input and advise to the Chief Financial Officer on financial management matters to support decisionmaking and management processes • Provide regular feedback to the Chief Financial Officer with regard to the functioning of the financial management function • Identify financial management trends and benchmark best practices both nationally and internationally. Continuously seek to introduce opportunities of improvement • Draft and communicate the division’s operational business plan to ensure alignment to the DUT strategic objectives. Monitor progress of operational deliverables • Maintain an excellent working knowledge of, and work proactively and in accordance with, all current and anticipated legislative requirements and best practice relevant to effective and sustainable financial management • Identify strategic and operational risks and oversee that plans / controls are in place to mitigate risks. Monitor the implementation of risk related action plans and report progress to the Chief Financial Officer • Develop / review / deploy appropriate controls and procedures to effectively and efficiently manage all aspects of financial accounting, student finance, accounts receivable, external reporting, treasury, investments, payroll and accounts payable. Collaborate with relevant stakeholders to obtain input • Determine dependencies, inter – dependencies and co- dependencies to other control systems. Ensure alignment • Authorise control systems in accordance with DUT’s standards and specifications. Obtain approval for control systems in accordance with the delegation of authority. Upload the control onto the control system data base for implementation • Maintain an excellent working knowledge of, and work proactively and in accordance with, all current and anticipated legislative requirements and best practice relevant to effective and sustainable financial management • Draft and monitor the salary budget for DUT. Ensure that variances are accounted for and non- adherence to budget provisions are addressed • Oversee that payroll runs and payments are effected timeously and accurately • Ensure that systems and controls are in place to ensure reconcile relevant accounts • Develop and implement accounts payable and payroll reports in accordance with DUT’s reporting routines and schedules • Analyse income statements and put strategies in place to optimise income from each of the different income streams • Oversee the student finance and accounts receivable performance • Oversee the efficient administration of grants received • Ov
