    NB: Short-listed candidates will be subjected to competency assessments including an interview and security vetting. It will be expected of the successful candidate to enter into an employment and performance management agreements with the Stellenbosch Municipality. The contract period is a minimum of 10 years and negotiable for a longer period for the preferred candidate and is subject to performance evaluation by means of an annual performance agreement. The preferred candidate must annually declare his/her financial interests. Job Description

Minimum requirements: Post Graduate Degree (NQF 8) in a relevant field. At least 7 years’ appropriate experience at senior and middle management level, of which at least 2 years must have been at senior management level. The incumbent must be in possession of the required unit standards as prescribed by the Minimum Competency Regulations (CPMF/MFMP) in the Government Gazette No 40593. If the employee is not competent as prescribed, he/she must obtain competency within a period of 18 months from date of appointment • Valid Code B driver’s license. Excellent facilitation and communication skills in at least two of the three official languages of the Western Cape. Other requirements: Fluent in at least two of the three official languages of the Western Cape. Specialised knowledge and experience of the fields he/she is responsible for,.Computer literacy – MS Word & Excel. Managerial and supervisory skills. Human relations and communication skills. Conflict handling skills. Ability to give attention to detail .High level of responsibility. Human relations and communication skills. Ability to work under pressure without tolerance for errors. Ability to work as a member of a team. Sound knowledge of applicable/relevant Standards . legislation and regulations (OHS Act). project management skills. analytical and problem solving skills. core competencies as required by legislation for managers reporting directly to the Municipal Manager in the filed of Infrastructure services. Key performance areas: Develop, implement and manage strategic goals, policy and procedures in accordance with the strategic goals and SDBIP of the Municipality. Responsible for the Infrastructure Planning and Development and Implementation Services, Electrical Services, Water and Waste Water Services, Road and Transport Services; Waste Management Services. And Support Services. Liaise with stakeholders regarding to the activities listed above. Advise other municipal departments in matters regarding to the activities listed above. Responsible for the development of policy and regulations of the Directorate. Draft and monitor implementation of strategic planning of the Directorate. Responsible for the effective and efficient management of the Directorate. Responsible for the preparation and management of the Directorate’s budget. Responsible to manage the Directorate’s human resources. Added advantage: Registration as a Professional Engineer.
