Job Description

Specification: Institutional performance monitoring and evaluation • Develop and implement research and impact assessment agenda • Develop and implement M&E framework for the Services SETA • Develop and ensure the implementation of an organisational performance management framework aligned to the strategic goals of Services SETA • Develop and ensure implementation of an organisational scorecard to progress towards attaining the business’s goals • Manage the maintenance of M&E systems to support programmes • Ensure the analyses of strategic fit and value of opportunity is conducted • Facilitate and manage the development of relevant objectives for each of Services SETA’s key performance areas • Develop measurable performance targets with regard to development priorities and objectives • Ensure measurement and review of the Services SETA’s performance periodically • Establish and set target dates for the completion of actions • Ensure that the Services SETA’s mission, vision, strategic objectives and values are sound and understood by every employee • Provide advice in the identification of business improvement opportunities by monitoring performance over all business areas • Ensure the monitoring of performance across Services SETA to identify areas of weakness and provide solutions • Ensure institutionalisation of a monitoring and evaluation framework for Services SETA • Monitor performance through the review of resources – human, financial and infrastructural resources • Develop and ensure the implementation of Services SETA’s performance management control and reporting system • Report on progress of Skills Development against set targets and performance • Compile monitoring and evaluation reports depicting areas of alignment and record deviations where present • Communicate monitoring and evaluation reports to contribute to continuous improvement within Services SETA • Ensure the availability and access of information to Auditors • Ensure the development of strategic long-range plans based on internal and external capabilities needed to sustain Services SETA’s long-term growth Implement monitoring and evaluation capability development • Develop monitoring and evaluation curriculum • Develop a training schedule • Conduct monitoring and evaluation training interventions • Manage training service providers • Report on training • Evaluate the impact of training • Provide resources and support to other business units for monitoring and evaluation Achievement and management of the Unit’s work plans • Contribute to the development of the SSP, SP and APP • Develop work plans for the Unit • Ensure that work plans are aligned to the SSP, SP and APP • Manage compliance to reporting templates and frameworks • Provide monthly reports • Manage budget for the Unit • Implement risk management strategies in the Unit • Manage compliance to policies and procedures of the Unit People management practices for the Unit • Provide sufficient staff and adequate staffing for the Unit • Implement people management practices for direct reports • Assign accountabilities to direct reports • Monitor and evaluate the performance of direct reports • Provide capacity building through, training, coaching and development of direct Requirements: • Matric + 3 Year Diploma or Equivalent in Social Sciences or Public Administration or Business Administration qualification. • A post-graduate degree in the related field will be an added advantage. • At least 5 years’ experience, of which 3 should have been at management level
