Job Description

JOB PURPOSE: Provide engineering expertise to assess, develop, protect, use, conserve and manage water resources. Requirements: An appropriate and recognised four-year B Degree in Civil/Agricultural Engineering, B.Eng./ B.Sc.(Eng.). 6 years post qualification engineering experience and compulsory registration with the Engineering Council of South Africa (ECSA) as a Professional Engineer. A valid unendorsed drivers’ license is a prerequisite while experience acquired in the water sector will be an added advantage. KEY PERFORMANCE AREAS: 1. Provide engineering input in the process to authorise water use. 2. Investigate and provide advice regarding registration of Water Use on aspects of the National Water Act. 3. Identification of available water resource and developmental needs. 4. Comparative analysis, optimization, and reporting of feasibility investigations of possible water resource developments. 5. Coordination and processing of inputs from a wide range of disciplines. 6. Assist in the selection, appointment, and control of professional service providers. 7. Capacity building and mentoring of young engineers and technicians within the BGCMA, when required. 8. Demand management and water conservation. 9. Validation and verification of Water Use. 10.Responsible for the assessment of water use licenses taking cognizance of hydrological, environmental, social, and other factors into consideration. 11.Ensure dam safety evaluation, assessment, and monitoring on a continuous basis. 12.Attending and addressing stakeholder meetings on water resource related issues. 13.Negotiation with stakeholders and affected parties to obtain acceptable license conditions. THE FOLLOWING WILL SERVE AS RECOMMENDATION 1. Knowledge, experience, and clear understanding of the National Water Act, 1998. 2. Additional studies or experience in Water Resources Engineering, Water Resources Systems Analysis and Water Resource Management, 3. Programmes and project management skills. 4. Knowledge of engineering design and analysis. 5. Research and development skills. 6. Competency in computer-aided engineering applications. 7. Knowledge of legal compliance. 8. Technical report writing skills. 9. The ability to create a high performance culture. 10.Professional judgement and networking skills. 11.Excellent communication (verbal and written) including report writing skills. 12.Planning and organizational skills. 13.Customer focus and responsiveness 14.Analytical, creativity and self-management. 15. Budgeting and financial management skills. 16.Problem solving and analysis. 17.Conflict, people and change management skills. 18.Collect, organise, and critically evaluate information and manage knowledge. 19.Proven knowledge and understanding of hydrological processes. 20.A willingness to travel and work long hours.
