Job Description

Appointment Requirements: 3 year Degree in Policy/Public Administration (NQF level 7); Post graduate qualification in M&E or related qualification will be an advantage; 6 – 8 years’ relevant experience in Designing and Implementing Organisational Level Systems for M&E within a large organization in a senior management level in either the public or private sector; Some direct experience of applying M&E and/or organizational learning to address sustainability issues (e.g. the environment, social development, good governance, economic resilience) Experience in designing and/or implementing data collection and data management systems; Thorough understanding of IT innovation in information management and communications and their potential application to the M&E environment (generic applications, internal communications systems and software packages to support M&E management; Sound Judgement and high decision-making ability; Must have a valid driver’s license Primary Function: Monitor, evaluate and report on the implementation of CoJ’s strategic plans (IDP) including SDBIP programs/projects to ensure the achievement of CoJ mission and vision. Develop policies, standards and guidelines to ensure effective institutional performance monitoring and evaluation and reporting City wide. Develop M&E Policies and tools. Develop organizational reporting templates to govern the execution, management and reporting of each of the SDBIP. Data analysis, management and report writing. Provide consolidated feedback to the City Manager/COO i.t.o. Cluster M&E processes, systems and information. Provide consolidated feedback to EMT, JPAC, Cluster Sub-Mayoral, Shareholder, Council, Provincial and National Departments. Oversee the auditing of performance information
