Job Description

Purpose:The Supply Chain Management Officer willoversee the Supply Chain and general provisioning functions of the SDT ensuring effective and compliant procedures within SDT.Requirements:Bachelor of Commerce in Supply Chain Management and or NQF7 equivalent commerce qualification.Seven (7) + years working experience in the accounting/finance and procurement environment.Understanding of the PFMA, Treasury Regulations, State Owned Entities Governance Policies and Prescripts.Exposure to PASTEL will be an added advantage.Knowledge of Supply Chain Legislations.Key Accountabilities:Monitor and provide proper guidance on the procurement request and quotation.Monitor Order / Invoice Register to ensure that it is correctly updated, maintained and expedited timely. To demonstrate a good understanding of Tender Administration Management procedure to ensure the entity achieves on its empowerment objectives.Monitor / supervise the entire Bid Administration process and ensure all bids are correctly advertised and briefing sessions are attended. Verify compliance of bids received, arrange and attend bids meetings (Bid Evaluation Committee-BEC & BidAdjudication Committee-BAC) and provide guidance during the meeting. Ensure compliance of the SDT with corporate governance best practice, the PFMA, Treasury Regulations and accounting standards.Monitor and Report supplier’s poor / none performances to Management. Receive approved submission, acceptance letter and Compile contracts documentation and attend contract signing. Assist users with drafting of Service Level Agreement (SLA). Safe keep all documents and retrieve them on request, attend to audit queries, and implement recommended action to address them. Identify and develop or align policies / processes with governing legislations and enforce implementation / compliance. Supervise staff, identify relevant training needs and facilitate training course. Prepare bids and contracts reports; Report all procurement plans, deviations to Auditor General & National Treasury.To enhance competitiveness of suppliers and monitor the manner in which policy is implemented in respect of SDT’s objectives and value for money obtained.Monitor and update asset register. To perform adhoc activities as determined by the Entity.
