    The Western Cape Government is seeking qualified candidates for the position of Talent Sourcing Officer in the Department of the Premier. This permanent role offers a unique opportunity to manage the recruitment and selection processes within the department.


    With two posts available, this position is based in Cape Town and requires a commitment to high standards of operational work, as well as the ability to travel when necessary.

    Talent Sourcing Officer Job Purpose

    The role involves administering recruitment and selection processes and providing consultancy services to client departments. The successful candidates will facilitate the entire recruitment process, from drafting vacancy advertisements to finalizing interview processes. They will be responsible for ensuring the selection process runs smoothly and efficiently, addressing and resolving any delays that may occur.

    Minimum Requirements

    • Education: A 3-year National Diploma (or higher qualification) in Human Resource Management or a B-Degree (or higher qualification) in Industrial Psychology.
    • Experience: At least 3 years of experience in a Recruitment and Selection environment.
    • Additional Requirements: A valid code B driving license and willingness to work longer hours and travel when necessary.

    Recommended Experience

    • Proficiency in online recruitment systems and support functions.
    • Competency-based recruitment and selection.
    • Candidate sourcing across various professions and platforms.
    • Data management and consultancy experience.
    • Advising senior and executive management on best talent recruitment and selection processes.

    Key Performance Areas

    • Drafting vacancy advertisements and application questionnaires in consultation with client departments.
    • Liaising with media and e-recruitment service providers.
    • Addressing and resolving selection delays.
    • Facilitating and advising on the compilation of shortlists and creating competency-based interview questions.
    • Handling logistical arrangements for interviews.
    • Finalizing interview processes through competency assessments and proficiency tests.
    • Maintaining the recruitment and selection database and reporting delays.
    • Providing professional advice on talent sourcing across various professions.
    • Handling inquiries from clients and applicants.
    • Communication across various levels regarding e-recruitment processes.

    Competencies

    • Knowledge of competency-based recruitment processes, shortlisting, and interview processes.
    • Understanding of public service/government policies.
    • Skills in communication (verbal and written), monitoring, evaluation, reporting, presentation, problem-solving, research, and networking.
    • Strong computer literacy and ability to meet customer expectations.
