Requirements
- An undergraduate qualification at NQF level 7 Economics/ Management Sciences (Informatics)/ Built Environment/ Industrial Engineering/ Quality/ Operations Management as recognized by SAQA.
- A minimum of 5 years’ experience at senior managerial level in the research environment.
- A valid driver’s license.
- A Pre-Entry SMS Certificate (Nyukela) submitted prior to appointment.
- Competencies: Knowledge of PFMA/DORA/Treasury Regulations.

Duties
- Oversee the development, coordination, facilitation, and execution of infrastructure-related research across a range of disciplines, including construction and infrastructure, environmental management, energy, sustainability, water, property management, business process management, project management, and continuous improvement.
- Oversee the development of the research agenda for the Department.
- Oversee the incorporation of the research agenda into the infrastructure planning of the Department.
- Oversee the incorporation and implementation of research findings into the Departmental delivery processes.
- Oversee and direct the establishment, rollout, and continuous improvement of project and programme management systems in infrastructure delivery.
- Oversee and direct relevant research pertaining to various areas of speciality and perspectives relating to infrastructure delivery.
- Oversee and direct research into appropriate bestpractice property management, facilities management, and portfolio management systems and processes.
- Oversee and direct the setting of standards in line with legislative requirements and international standards.
- Oversee and analyse property management rates, market-related rates, and trends.
- Oversee, review, and sign off on research.
- Oversee and analyse industry trends for infrastructure delivery.
- Oversee and direct research into appropriate best practice for construction methodologies, alternative built solutions, and site management.
- Oversee and direct relevant aspects related to the use of Professional Service Providers, including appropriate fee structures.

- Oversee and direct the sharing of knowledge regarding changes made to construction procurement contracts.
- Oversee and direct the establishment, updating, and continuous improvement of the built environment-specific documentation system.

- Oversee the development of inputs for long-term infrastructure and property planning from the perspective of the Department of Infrastructure Development (DID).
- Oversee best-practice tools, norms, instruments, guidelines, prototypes, policies, and technologies to improve the implementation of infrastructure delivery.
- Oversee the facilitation of internal departmental capacity to ensure the effective utilisation of developed bestpractice tools, norms, instruments, guidelines, prototypes, policies, and technologies.

Oversee and direct the reporting on and monitoring of green technology projects. Oversee and direct the implementation of post-project evaluations to
inform the future design of green technology projects. Oversee and direct the cost-effectiveness of proposed green technology projects and programmes.
Oversee project and programme implementation of client departments' green technology objectives. Oversee the development of infrastructure research,
programme, and project systems policies, strategies, and plans for the unit.
Oversee the alignment of the unit's strategic priorities and work plans with those of DID. Oversee the preparation of the annual operational plan. Oversee
the implementation of risk and mitigation plans. Oversee the preparation and presentation of management reports for the unit. Oversee written contributions
to departmental quarterly progress reports, the Annual Report, SCOPA, Budget
Speeches, the Annual Performance Plan, and related reports. Sign performance agreements for subordinates based on approved job descriptions
and the Department's Strategic and Annual Performance Plans. Manage subordinates and maintain discipline. Manage the training and development of
subordinates in accordance with agreed training interventions. Develop and update service delivery and work plans for subordinates. Manage funds within
the unit in compliance with the Public Finance Management Act and Treasury
Regulations. Ensure the unit operates within departmental budget allocations by preventing underspending and overspending.
