Requirements
- An appropriate 3-year National Diploma/B-Degree (equivalent or higher qualification) in Disaster Management or relevant field;
- A minimum of 3 years middle management experience.
- Competencies: Knowledge of the following: Disaster Management Act (Act 57 of 2002) as amended;
- Sound stakeholder forum management;
- Best practice regarding disaster management and fire rescue services;
- Knowledge of and working experience with the legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions;
- Information systems that aid in the management of knowledge and information pertaining to the line function;
- Project management, labour practices and performance management;
- Operational management practices;
- Procurement and tendering processes;
- Policy development, and operational management, monitoring and review processes;
- Modern systems of governance and administration;
- Public service procedures, processes and systems;
- Regional and local political, economic and social affairs impacting on the provincial government of the Western Cape;
- Constitutional, legal and institutional arrangements governing the South African public sector;
- Public finance, human resources management processes;
- Public Finance Management Act, National and Provincial Treasury;
- Regulations, other financial policies, prescripts, directives and collective agreements;
- Functioning of the Province and the activities of sister departments/related functional areas;
- Policies of the government of the day;
- Labour Relations legislation and regulations;
- Performance management in general.
- Skills in the following: Computer literacy in MS Office Package (Word, Excel, PowerPoint);
- Communication (written and verbal);

Duties
- To assist with the coordination and facilitation of the institutionalisation disaster management in the province: Establish the functioning of IGR Disaster Management structures in the province, including workgroups;
- Co-ordinate special events in the province;
- Develop disaster management (DM) legislation and frameworks;
- Collate, compile and submit Disaster Management Annual Report, perform disaster response team leader function while on standby and during disaster activation;
- Responsible for Monitoring and Evaluation and related reporting;
- People and Financial Management;
- Plan and manage the work of and account for the overall performance of the Sub-directorate;
- Develop and support capacity building initiatives.
