Requirements

  • An appropriate B -degree (NQF level 7) or Three (3) year Diploma (NQF level 6).
  • Minimum five (5) years’ experience in Human Resource Management of which three (3) years must be working experience at a junior management level (salary level 9/10) dealing with recruitment and selection processes and procedures, staff provisioning, staff maintenance and staff exit.
  • Demonstrable competency in acting Independently, Professionally, Accountable and with Credibility.
  • Knowledge of legislation and regulations pertaining to public service administration, specifically the Public Service Act and Regulations, Employment Equity Act and Access to Information act.
  • Understanding of the Public Service generally and Human Resources.
  • Sound knowledge of labour and public service legislation.
  • Good communication, liaison and presentation skills.
  • Excellent knowledge of PERSAL.
  • A good command of computer literacy, including Microsoft Office Suite (Word, EXCEL, PowerPoint, Outlook).
  • Ability to work under pressure.
  • Willingness to travel.
  • Able to work independently and in a team.
  • Good administration skills.
  • People management and empowerment.
  • Planning and prioritizing skills.
  • Customer focus and responsiveness.
  • Problem solving and decision making.

Duties

  • Monitor and ensure the implementation of recruitment and selection processes.
  • Plan, execute and oversee recruitment of permanent and contract employees.
  • Filling of positions in the organization.
  • Participate in policy formulation and project activities.
  • Oversee all functions of staff provisions, staff maintenance and staff exit.
  • Approve transactions on PERSAL.
  • Manage staff and unit.
  • Train and develop staff.
  • Compile monthly and other reports on request systems and policies, i.e framework and policy development.

  • Successful candidates will be subjected to a security clearance of at least confidential. Appointment to this position will be provisional, pending the issue of security clearance.   • All shortlisted candidates, including SMS, shall undertake two preentry assessments which are, a practical exercise and an integrity (ethical conduct) assessment.
  • All SMS posts will be subjected to a lifestyle audit. SMS posts will be subjected to a technical exercise that intends to test relevant technical elements of the job, the logistics of which will be communicated by the NPA.
  • All shortlisted candidates for SMS posts will be subjected to a technical exercise and interview. Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. A pre-entry certificate obtained from the National School of Government (NSG) is required for all SMS applicants for Public Service Act positions in the NPA (SMS pre-entry certificate to be submitted prior to appointment). NPA Act appointments are exempted from the pre-entry certificate requirement. This is a Public Service specific training programme. The name of the course is Certificate for entry into the SMS.
