Requirements

  • An appropriate 3-year tertiary qualification (National Diploma/B-Degree or higher qualification) in finance;
  • A minimum of 2 years’ experience in Financial Management.
  • Competencies: Proven Knowledge in the following: Public Finance Management ACT (PFMA), National Treasury Regulations (NTR), OPTI, Division of Revenue Act (DORA), department instructions and delegations;
  • Compilation of financial statements, Financial Management Systems (FMS) and PERSAL;
  • Cash flow procedures (monthly reporting on revenue and expenditure);
  • Budget process;
  • Skills needed: analytical, problemsolving, report writing, communication (written and verbal), proven computer literacy (MS Office packages), and numerical and mathematical.
  • Knowledge of and working experience with the legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions;
  • Knowledge and understanding of information systems that aid in the management of knowledge and information pertaining to the line function;
  • Knowledge and understanding of procurement and tendering processes;
  • Knowledge and understanding of policy development, and operational management, monitoring and review processes;
  • Knowledge and understanding of modern systems of governance and administration;
  • Knowledge and understanding of public service procedures, processes and systems.

Duties

  • Provide budgeting and planning services;
  • Provide budget monitoring and reporting services;
  • Implement and maintain financial management policies and processes;
  • Maintain financial Information and knowledge management;
  • Coordinate budget inputs from Head Office, SDA’s, Chief Directorates and Facilities;
  • Assist with the compilation of the Medium Term Expenditure: Framework (MTEF) budget;
  • Compile and manage Adjustments Budget submissions;
  • Capture and maintain approved budgets and adjustments on BAS;
  • Align departmental budgets with strategic plans, APPs and operational plans;
  • Perform costing of programmes, projects and policy initiatives;
  • Analyse affordability and funding availability.
