Requirements
- Minimum educational qualification: Appropriate 3-year National Diploma / Degree.
- Experience: Appropriate experience in the Human Resource Administration, including PERSAL.
- Appropriate supervisory experience.
- Appropriate experience in Support Services and/or Facility Management.
- Inherent requirement of the job: Valid (Code B/EB/C1) driver’s license.
- Competencies (knowledge/skills): Sound knowledge of Human Resource Management and Contract Management policies.
- Computer literacy (MS Word, MS Excel, MS Teams, MS Office, PERMIS).
- Sound practical knowledge and experience of the PERSAL system, knowledge of the Public Service Act and regulations, various OSD’s, Human Resource Policies, Resolutions and Agreements.
- Ability to ensure compliance and identify irregularities in the application of human resource policies and practices by means of analytical and innovative thinking.
Duties
- Responsible for the administration and effective implementation of policies and prescripts, including the authorisation of PERSAL transactions related to personnel provisioning, salary and personnel administration, OSD, and grade progression, as well as maintaining efficient recruitment and selection services.
- PUBLIC Render a support and advisory service ensuring adherence to all transversal personnel practices, including conditions of service, terminations, SPMS, establishment administration, and employment policies and procedures.
- Administration and monitor compliance to HR policies, ensuring compliance and rectification of Auditor-General reports as well as HRM Advisory Services Compliance Reports.
- Co-ordinate Labour relations and People Development (HRD) functions.
- Co-ordinate and assist with the administration of service provider contracts (e.g., Security, Catering, Cleaning, Pest Control and Funeral Services).
- Responsible for the effective management of the Maintenance departments, fleet and transport services, Porter services as well as Telecom operator.
- Management of the performance and supervision of HR and Support Services component staff, implement the disciplinary code when required and provide support to managers, supervisor and colleagues.
