Requirements
- An appropriate 3-year Tertiary qualification (National Diploma/B-Degree or higher qualification) on NQF level 6 as recognised by SAQA;
- A minimum of 3 years relevant Management experience.
- Competencies: Knowledge and understanding of the following: decision support systems; the latest advances in public management theory and practice; policy analysis, policy development, and operational management, monitoring and review processes; the legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions; information systems that aid in the management of knowledge and information pertaining to the line function; and project management; operational management practices; procurement and tendering processes; modern systems of governance and administration; public service procedures, processes and systems; the regional and local political, economic and social affairs impacting on the provincial government of the Western Cape;
- Constitutional, legal and institutional arrangements governing the South African public sector; public finance, human resources and discourse management processes;
- Public Finance Management Act, National and Provincial Treasury Regulations, other financial policies, prescripts, directives and collective agreements; the functioning of the province and the activities of sister departments/related functional areas;
- Knowledge and understanding of the policies of the government of the day;
- Labour Relations legislation and regulations; performance management in general.
Duties
- Manage the provision of secretariat and logistical support to executive structures;
- Manage the provision of executive decision-making support;
- Manage the provision of executive governance and compliance support;
- Plan and manage the work of and account for the overall performance of the Subdirectorate: which includes planning; organising; monitoring, evaluation and reporting; records and information management; people management; which includes recruitment and selection; training; performance management; mentoring and coaching; discipline; and financial management; which includes budget; assets; procurement; and monitoring and evaluation.
