    The North West Department of Cooperative Governance and Traditional Affairs is currently seeking a qualified individual to fill the vacancy of Chief Professional Civil Engineer.     • Job Title: Chief Professional Civil Engineer
    • Reference Number: 99/23-24
    • Salary: R1 146 540 – R1 308 036 per annum, (OSD Requirements)
    • Location: Head Office
    • Closing Date: 26 April at 16:00

    Requirements for Chief Professional Civil Engineer:

    • Matric/Grade 12. Degree / BTECH /BSC in Civil Engineering (NQF level 7 as recognized by SAQA) OR any other relevant equivalent qualification in Engineering (NQF level 7).
    • Compulsory Professional Registration with ECSA (Professional Engineer).
    • Minimum 6 years post-qualification experience as a registered professional Civil Engineer.
    • Valid driver’s license.

     Competencies/Knowledge/Skills:

    • Public Finance Management Act (PFMA): The PFMA is a South African legislation that governs the financial management of government institutions. It outlines principles and guidelines for the management of public funds, accountability, and transparency.
    • Municipal Finance Management Act (MFMA): The MFMA is another South African legislation that specifically focuses on the financial management of municipal governments. It sets out requirements for budgeting, financial reporting, and procurement processes in municipalities.
    • Division of Revenue Act (DORA): DORA is an act that determines how revenue is allocated between different spheres of government in South Africa. It sets out the equitable division of national revenue among national, provincial, and local governments.
    • Construction Industry Development Board: The Construction Industry Development Board (CIDB) is a South African organization that promotes sustainable growth and development in the construction industry. It oversees initiatives related to training, capacity-building, and industry standards.
    • Municipal Infrastructure Framework: This framework refers to the guidelines and principles governing the planning, design, implementation, and maintenance of infrastructure projects in municipalities.
    • Treasury Regulations: These are regulations issued by the National Treasury in South Africa that govern financial management and procurement practices in government institutions.
    • Competencies in Engineering design and analysis: This includes skills and knowledge related to designing, analyzing, and evaluating engineering projects and structures.
    • Programme and Project Management: This involves the skills and techniques used to plan, execute, and monitor projects and programs to ensure successful outcomes.
    • Computer-aided engineering applications: These are software tools used in engineering for designing, drafting, modeling, and simulating engineering projects.
    • Legal and operational compliance: Ensuring compliance with laws, regulations, and relevant standards in the execution of projects and operations.
    • Research and Development: Engaging in research activities to innovate, improve processes, and develop new technologies or solutions.
    • Technical report writing: Creating clear, detailed, and accurate reports that communicate technical information effectively.
    • Financial management: Managing financial resources efficiently and effectively, including budgeting, financial reporting, and analysis.

    Duties and Responsibilities:

    • Administer development and implementation of municipal infrastructure plans and programmes.
    • Administer Compliance to Infrastructure Engineering norms, standards, and programme conditions.
    • Provide technical advice on implementation of infrastructure grants.
    • Administer Registration of infrastructure projects.
    • Administer performance and progress on infrastructure spending.
    • Monitor maintenance of Municipal infrastructure assets.
