Chief Director of Legal Services – Communications and Digital Technologies Department
The Communications and Digital Technologies Department seeks to appoint a Chief Director of Legal Services to lead and manage the legal framework supporting the department’s strategic objectives and regulatory compliance within the rapidly evolving landscape of communications and technology. This senior leadership role offers a unique opportunity to shape legal strategies, ensure corporate governance, and provide expert counsel to the Minister, Director General, and other top-level stakeholders.
Key Responsibilities:
- Strategic Leadership: The Chief Director will offer strategic legal guidance to the Minister, Director General, and executive leadership, aligning legal strategies with the department’s goals. With a focus on the legal aspects of the ICT sector, the Chief Director will lead the Legal Services component, ensuring the achievement of departmental objectives.
- Corporate Governance and Compliance: Ensuring sound corporate governance and adherence to legal compliance within the Department and its State-Owned Companies (SoCs) is a central responsibility. The Chief Director will provide expertise in regulatory matters, government policies, and relevant legislation.
- Stakeholder Engagement: Effective engagement with stakeholders related to legal services provision is essential. This involves coordinating legal advice, managing litigation, and offering legal support within cabinet clusters and other internal components.
- Resource Management: Responsible for managing human and financial resources in alignment with the Public Finance Management Act (PFMA). The Chief Director will lead the Legal Services component to achieve its objectives efficiently and effectively.
- Litigation and Contract Management: Managing litigation, contracts, and legal opinions in collaboration with the State Attorney and State Law Advisor will be a crucial aspect of the role. The Chief Director will ensure that legal actions and contractual agreements align with the Department’s mission and legal framework.
Qualifications and Skills:
The ideal candidate should possess:
- A relevant NQF level 7 qualification in Law or equivalent legal qualification recognised by the South African Qualifications Authority (SAQA).
- A minimum of 10 years of relevant experience in a legal environment, with 5 – 7 years at a senior managerial level.
- Successful completion of the Public Service Senior Management Leadership Programme endorsed by the National School of Government.
- Strong knowledge of various legal areas, including Administrative Law, Public Sector Law, Constitutional Law, ICT Law, International Law, Corporate Law, and more.
- Admission as an attorney or advocate, and familiarity with legislation administered by the Department.
- Exceptional skills in strategic management, programme and project management, financial management, problem-solving, communication, and leadership.
- Proven ability to work independently, meet tight deadlines, and maintain networks effectively.
- Innovation, resourcefulness, assertiveness, and motivation.
