Requirements:
- Senior Certificate/Matric Certificate/Grade 12 or equivalent.
- Undergraduate Qualification (NQF level 7) in Public Management and Administration/Social Science/Development Studies/Monitoring and Evaluation or a related qualification supported by public sector experience.
- Postgraduate qualification (NQF 8) is an advantage.
- Successful completion of a Pre-entry Certificate for Public Sector Senior Management Leadership.
- Valid driver’s license.
- 5 years of experience at a Senior Management level in strategic planning, reporting, monitoring and evaluation, strategy, research, and organisational planning.
- Knowledge of public sector governance principles and procedures.
- Familiarity with the sports, cultural, and creative industry sector.
- Understanding of policies and regulations governing partnerships in support of DSAC operations.
- Strong project management skills.
- Ability to establish and maintain harmonious working relationships.
- Diplomatic conflict resolution skills.
- Capacity to manage high complexity and workload.
Duties:
- Lead and coordinate support services for strategy, planning, statutory performance monitoring, and policy, program, and project evaluation.
- Facilitate and coordinate operational and strategic planning processes.
- Oversee the development and presentation of strategic and operational plans, DSAC 5-year Strategic Plan, Annual Performance Plan, and Operational Plan.
- Manage the DSAC ENE (Estimates of National Expenditure) Chapter.
- Oversee Monitoring and Evaluation of the Department, including quarterly performance reports, annual performance reports, and ENE Mid-Term reports to the National Treasury.
- Monitor and evaluate priority and target implementation, formulating intervention strategies.
- Conduct institutional performance assessments and evaluations.
- Coordinate institutional performance assessment and performance evaluation, compiling strategic reports.
- Develop and maintain a rolling 3-year Evaluation Plan.
- Oversee the annual evaluation program rollout.
- Manage and coordinate sector-specific research and departmental research agendas.
- Facilitate knowledge and learning management processes.
- Manage Organisational Development and Change Management interventions, including structure development and review, human resources, and budget management.
- Coordinate responses to audit and risk management, as well as parliamentary questions.
- Present SP (Strategic Plan), APP (Annual Performance Plan), and Quarterly reports to Committees of Parliament.

Director, School Sport System and Development Programme – Department of Sport, Arts, and Culture (DSAC)

Requirements:
- Senior Certificate/Matric Certificate/Grade 12 or equivalent.
- Undergraduate Qualification (NQF level 7) recognised by SAQA in Sport Management, Sport Science, Exercise Science, or Physical Education, or a relevant qualification.
- Postgraduate qualification is advantageous.
- Successful completion of a Pre-entry Certificate for Public Sector Senior Management Leadership.
- Valid driver’s license and willingness to travel.
- 5 years of relevant experience at a Middle Management (Deputy Director Level) / Senior Management level in the field of School Sports.
- Thorough knowledge of sports management principles and procedures, including best practices.
- Comprehensive knowledge of school sports within the broader sporting context.
- Understanding of policies and regulations governing the sports sector.
- Strong project management skills.
- Ability to establish and maintain harmonious working relationships.
- Diplomatic conflict resolution skills.
- Capacity to handle high complexity and work volumes.
Duties:
- Provide strategic leadership for programmes aimed at increasing participation in sports and recreation activities in schools.
- Identify strategic priorities for enhancing sport and recreation involvement in schools.
- Manage programs to boost participation in sport and recreation in schools, including process management and work design.
- Set Departmental targets for increasing participation and monitor progress while maintaining an overview of Departmental performance in these areas.
- Identify opportunities for systems improvement and lead interventions to achieve them.
- Ensure participation includes those with disabilities, previously disadvantaged individuals, and women.
- Facilitate integration and collaboration between departments for an integrated approach to mass participation.
- Monitor existing school sports participation programmes.
- Plan and organise the Directorate’s activities to ensure optimal service delivery, staff development, evaluations, feedback, discipline, and coaching.
- Manage and monitor the budget allocated to the Directorate, including Conditional Grant Allocation to provinces as per the approved Grant Framework.
- Coordinate the program’s input into institutional reporting forums like Risk Management, Audit, Monitoring and Evaluation, Audit Action Plan, and Parliamentary Committees.
