Requirements
- National Senior Certificate, National Diploma NQF level 6 as recognised by SAQA in Facilities Management / Property Management/Horticulture &
- Landscaping / Real Estate / Building / Construction Management / Quantity Surveying with 3 years’ experience in supervisory level or SL7/8 in Facilities Management.
- A valid driver’s licence.
- Knowledge and Skills: In-depth knowledge and understanding of legislative framework that governs Public Service.
- In-depth knowledge and understanding of GIAMA.
- Knowledge and understanding of PFMA.
- In-depth knowledge and understanding of Occupational Health and Safety Act and related buildings regulations.

Duties
- Coordinate provision of cleaning services: Coordinate the provision of cleaning services across district facilities.
- Facilitate development of specifications and procurement processes for cleaning services.
- Monitor contractor performance and ensure compliance with service standards.
- Oversee contract administration, including verification of service delivery and certification of payments.
- Monitor cleanliness of government facilities to ensure adherence to departmental cleaning standards policies.
- Coordinate provision of gardening and beautification services: Coordinate provision of gardening and landscaping services for state facilities.
- Facilitate procurement and appointment of service providers in line with SCM processes.
- Monitor performance and quality of services delivered.
- Oversee contract implementation and compliance with environmental standards.
- Ensure alignment of services with departmental maintenance and beautification standards.
- Coordinate implementation of condition assessments: Coordinate implementation of condition assessments for state owned facilities.
- Analyse condition assessment reports to inform maintenance planning and prioritization.
- Facilitate development of maintenance plans and cost estimates based on condition assessment data.
- Provide reports to inform infrastructure and asset management decisions – making.
- Ensure proper recordkeeping of condition assessments and maintenance reports.
- Manage utilization inspection on state-owned buildings: Plan and conduct utilization inspections to assess use of allocated space.
- Monitor space utilisation and identify underutilized or non-compliant usage of facilities.
- Analyse inspection findings and compile reports to inform management decisions.
- Ensure compliance with GIAMA and space management standards.
- Monitor maintenance of utilisation and inspection records.

Maintain high standards by ensuring that the team / section produces excellent work in terms of quality / quantity and timeliness. Resolve problems of
motivation and control with minimum guidance from Manager. Delegate functions to staff based on individual potential provide the necessary guidance
and support and afford staff adequate training and development opportunities.
Ensure timeously development of job description and implementation of Work
Plans and Personal Development Plans (PDP’s) for all employees in the subdirectorate. Manage daily employee performance and ensure timely
Performance Assessments of all subordinates. Ensure management, maintenance and safekeeping of assets.
