Requirements
- National Senior Certificate plus National Diploma (NQF level 6) as recognised by SAQA) in Risk Management or Internal Auditing or Accounting with at least 3 years’ experience at supervisory level or (SL 7/8) in the field of Ethics Management or Anti-Corruption Field.
- Certification as Ethics Officer will be an added advantage.
- Project Management and Supervisory Experience.
- Job related Knowledge of Public Service Regulations and Legislation as well as Integrity Management Framework.
- Conceptual and Analytical thinking and Problem-solving ability.
- Good Report Writing skills.
- Communication skills (written and verbal skills), Staff and Interpersonal Relations.
- Creative Presentation skills.
- Interpretation of Policy.
- Planning and organizing skills.
- Research capability and Investigation Methodology Skills.
- Understanding of investigation techniques, tools, and processes.
- Honesty and Integrity.
- Time management Skills.
- Ability to work under pressure.
- Work independently with minimal supervision for extended periods.
- Computer literacy in MS Word, Excel and PowerPoint.
- Willing to travel extensively.
- A valid driver’s license is a requirement.
- No criminal record or pending cases.
Duties
- Assist in Development and Management of Ethics Management Strategy, Policies and Programmes in the Department.
- Co-ordinate and assist in the development of departmental ethics and fraud risk registers.
- Provide continuous support to staff within the Risk Management unit to prevent ethics, fraud and corruption-related risks.
- Manage and ensure that reported cases of conflict of interest and remunerative work performed without permission are investigated.
- Assist in Administration and co-ordination of financial declarations by departmental officials.
- Co-ordinate the implementation of Ethics and Fraud Management strategy.
- Initiate the development of Ethics and Fraud Implementation Plans.
- Monitor, evaluate and report on remunerative work performed outside the Public Service.
- Monitor and report on the ethics performance of the organisation.
- Monitor and report on integrity systems and processes within the department.
- Manage and monitor compliance to ethics and fraud policies.
- Conduct Lifestyle Reviews and/or Lifestyle Audits and draft reports for review by the deputy director.
- Provide technical support to the departmental Ethics and Fraud Champions.
- Co-ordinate the sitting of Risk/Fraud/Ethics forum meetings.
- Liaise with stakeholders.
- Conduct ethics and fraud/anti-corruption awareness campaigns within the department.
