Requirements

  • An appropriate 3-year National Diploma/B-Degree (equivalent or higher qualification);
  • A minimum of 3 years middle management experience.
  • Competencies: Knowledge of the following: Policy development and implementation;
  • National and Provincial legislation and instruments pertaining to human resource management;
  • Human Resource Development Legislation, prescripts and directives.
  • Skills in the following: Computer literacy in MS Office Package (Word, Excel, PowerPoint);
  • Ability to work independently and as part of a team;
  • Communication skills (written and verbal);
  • Analytical skills;
  • Strategic thinking;
  • Ability to analyse, conceptualise and implement policy;
  • Monitoring, evaluation and reporting;
  • Presentation skills;
  • Problem solving;
  • Research;
  • Conflict resolution.

Duties

  • Manage the sub-directorate responsible for the following for 11 WCG departments: Skills needs analysis, human resource development compliance reports (e.g. the Workplace Skills Plans), liaison with SETA’s and other statutory agencies, facilitation and establishment of Skills Development and Bursary committees (HRD Committees), assess the impact of skills development interventions, fostering of people development partnerships and the administration of the Provincial Human Resource Development Forum;
  • Perform managerial functions regarding the sub-directorate e.g. recruitment and selection of employees, motivate, train and guide employees, performance management of employees, monitor information capacity building, promote sound labour practices;
  • Operational management of team – allocate duties, monitor outcomes and institute corrective measures to address deviations from standards and determine workflow;
  • Give strategic direction to and manage policy issues.
