Requirements

  • National Senior Certificate, B Degree/B SC in Property Studies/Real Estate (NQF level 7 as recognized by SAQA) with 5-years of experience at Middle/ Senior Managerial level.
  • Pre-entry certificate for the Senior Management Service (Nyukela) is compulsory and will be required prior appointment.
  • A valid driver’s licence.
  • Knowledge and Skills: In-depth knowledge and understanding of legislative framework that governs the Public Service, In-depth knowledge and understanding of National and Provincial Property legislation, Regulations and Policies.
  • Understanding of public sector governance framework, compliance and accountability mechanisms, In-depth knowledge, understanding and application of GIAMA.
  • Expertise in lease management, state land administration, property valuations and asset optimisation strategies.

Duties

  • Ensure Sound Management of Expense Lease.
  • Provide strategic leadership and oversight for the provincial expense lease portfolio to ensure alignment with departmental accommodation strategies and infrastructure plans.
  • Oversee implementation of Immovable Asset Management Policy related to leasing and ensuring compliance with legislative and governance frameworks.
  • Direct strategic accommodation planning based on User and Custodian Asset Management Plans to optimised leasing decisions.
  • Oversee provincial leasing procurement planning to ensure cost effectiveness, compliance, and responsiveness to client departmental needs.
  • Manage high-level stakeholder relations between landlords, client departments, and government stakeholders to ensure service delivery and value optimisation.
  • Ensure Sound Management of Income Lease.
  • Provide strategic leadership in managing the provincial income lease portfolio to maximise revenue generation and asset utilisation.
  • Oversee development and maintenance of the Provincial Income Lease Register to ensure accuracy, compliance, and strategic decision making.
  • Drive strategies for commercialisation and optimal utlilisation of state land and buildings.
  • Provide strategic oversight and support to regional offices to ensure consistent revenue lease management practices.
  • Strengthen stakeholder partnerships with private sector and public institutions to enhance revenue opportunities.
  • Ensure Proper Management of Property Holdings.
  • Provide strategic oversight on management of provincial property holdings to ensure optimal utilization, compliance and asset value preservation.
  • Oversee lease contract governance to ensure compliance, validity, and risk mitigation across the property portfolio.
  • Direct strategic land administration initiatives, including land audits, utilisation assessments, and long-term planning.
  • Facilitate highlevel stakeholder engagement with public and private sector entities regarding property matters.
  • Oversee research, reporting, and information management systems to support evidence-based property management decisions.
  • Ensure Effective Management of Municipal Services, Property Rates and Taxes.
  • Provide strategic oversight on the management of municipal services rates, and taxes to ensure compliance with financial and legislative prescripts.
  • Oversee validation and payment processes for municipal accounts to ensure financial accuracy and accountability.
  • Ensure effective management of debtors and creditors relating to municipal services, including risk mitigation and financial reporting.
  • Engage strategically with municipalities to resolve service delivery and billing challenges affecting state properties.
