The Department of Small Business Development invites applications for the role of Deputy Director: Sector-Wide Monitoring and Evaluation. This pivotal position calls for an accomplished professional in the field of Monitoring and Evaluation to lead strategic initiatives that drive growth and efficiency within the small business sector.
Requirements:
- A Bachelor’s Degree (NQF level 7) in Community/International Development Studies/Development Economics/Demography/Development Statistics or related Social Sciences/Human Science qualification, recognized by SAQA.
- 5 years of experience in the Monitoring and Evaluation environment, with at least 3 years in a supervisory capacity.
- Proficiency in Monitoring and Evaluation methods, data management, and information systems.
- Knowledge of planning, reporting, research methodology, project cycle management, administration, and evaluation concepts.
- Ability to design monitoring and evaluation instruments (interview schedules, questionnaires, etc.).
- Familiarity with data analysis software such as SPSS, STATA/Atlas.ti.
- Certificates in Monitoring and Evaluation and Project Management would be advantageous.
- Proficient in MS Office packages, including Excel, Word, PowerPoint, Publisher, and SharePoint.
- Valid driver’s license.
- Demonstrated competencies: Problem-Solving, Analysis, Communication (verbal and written), Organisational Skills, Time Management, Interpersonal Skills, Client Orientation, Stakeholder Relations, Quantitative and Qualitative Research Methods, Negotiation Skills, and Report Writing Skills.
Key Responsibilities:
- Lead the development and review of standardised indicators for the economic sector, ensuring alignment with the Medium-Term Strategic Framework (MTSF).
- Collaborate with Provincial institutions to align the sector plan with strategic priorities and outcomes.
- Assess and review Provincial and implementing institution plans for alignment with the planning framework and sector priorities.
- Compile quarterly and annual analysis reports on sector progress and disseminate them to relevant inter-governmental structures.
- Prepare briefing notes for the National Intergovernmental Forum on sector priority implementation.
- Develop a multi-year evaluation plan and Terms of Reference for evaluation studies.
- Create data collection plans and instruments for evaluation purposes.
- Manage the sub-directorate to ensure effective implementation of the operational plan and performance management.
- Engage with stakeholders through written and verbal communication, presentations, and workshops to develop sector core results and indicators.
