    Emfuleni Local Municipality Vacancies Overview

    List of Emfuleni Local Municipality Vacancies

    1. Manager: Building Control (1 Post) – REF: C3/BUILD

    Remuneration: R1,363,888.80 per annum (inclusive of car allowance, housing subsidy, and other benefits such as medical aid, UIF, and pension fund).

    Requirements:

    • Minimum qualification in terms of the National Building Regulations and Building Standards Act, Act 103 of 1977.
    • Three years of tertiary education in Civil Engineering, Structural Engineering, Architecture, Building Management, Building Science, Building Surveying, or Quantity Surveying.
    • Driver’s License Code B/EB.

    Competencies:

    • Teamwork, goal orientation, customer focus, initiative, attention to detail, ability to work overtime, customer skills, and the ability to operate independently within council procedures.

    Experience:

    • At least 5 years of experience, including 2 years at a managerial level in a relevant discipline or field.

    Duties:

    • Manage and monitor budgets and resources.
    • Prepare reports and attend committee meetings.
    • Oversee IT developments supporting e-government.
    • Ensure adherence to health and safety regulations.
    • Manage staff and develop annual objectives and work programmes.
    • Stay updated on new developments in building control.

    2. Building Inspector (2 Posts) – REF: C3/BI

    Remuneration: R621,720.00 per annum (inclusive of housing subsidy and benefits such as medical aid, UIF, and pension fund).

    Requirements:

    • Grade 12/Matric Certificate.
    • Diploma/NQF level 6 in Architecture, Building Management, Building Science, Civil Engineering, Structural Engineering.
    • Driver’s License.

    Competencies:

    • Physical and mental fitness, knowledge of building trades, bilingual, knowledge of applicable legislation, and the ability to communicate tactfully with the public.

    Duties:

    • Ensure compliance with national building regulations and by-laws.
    • Scrutinize building plans and check form completion.
    • Conduct inspections and provide information and advice to the public.

    3. Assistant Manager: Human Settlement (1 Post) – REF: C3AMHUM

    Remuneration: R1,226,206.68 per annum (inclusive of car allowance, housing subsidy, and other benefits).

    Requirements:

    • Bachelor’s degree or equivalent qualification in a built environment.

    Competencies:

    • Teamwork, goal orientation, customer focus, initiative, attention to detail, computer skills, leadership skills, negotiation skills, and knowledge of relevant legislation.

    Experience:

    • 5 years in the relevant field.

    Duties:

    • Promote motivational levels, productivity, and performance.
    • Prepare and control budgets.
    • Execute planning to achieve goals.
    • Evaluate and control service delivery and informal settlements.
    • Manage rental housing administration.

    4. Assistant Manager: Land Use Management (1 Post) – REF: C3AMLAND

    Remuneration: R1,226,206.68 per annum (inclusive of car allowance, housing subsidy, and other benefits).

    Requirements:

    • Degree in Town and Regional Planning, Project Management.
    • Registration as a Professional Town Planner (SACPLAN).
    • Driver’s License Code B/EB.

    Competencies:

    • Teamwork, goal orientation, customer focus, initiative, attention to detail, computer skills, leadership skills, negotiation skills, and knowledge of relevant legislation.

    Experience:

    • 5 years in the relevant field.

    Duties:

    • Formulate and standardize development policy.
    • Coordinate application procedures.
    • Support provincial DFA applications.
    • Manage public inquiries and complaints.
    • Maintain the metropolitan Land Use Management system.

    5. Senior Town Planner (2 Posts) – REF: C3/STP

    Remuneration: R1,038,930.17 per annum (inclusive of car allowance, housing subsidy, and other benefits).

    Requirements:

    • Degree in Town and Regional Planning.
    • Registration as a Professional Town Planner (SACPLAN).
    • Driver’s License Code B/EB.

    Competencies:

    • Decision-making skills, mental resilience, knowledge of legislation, negotiation and report writing skills, bilingualism, attention to detail, and communication skills.

    Experience:

    • 5 years in the relevant field.

    Duties:

    • Manage land use issues, amendment schemes, and administrative concerns.
    • Ensure compliance with town planning and township ordinances.
    • Maintain records.

    6. Law Enforcement Officer (1 Post) – REF: C3/LEO

    Remuneration: R689,088.00 per annum (inclusive of housing subsidy and benefits).

    Requirements:

    • Grade 12/Matric Certificate.
    • Diploma in Town and Regional Planning or equivalent qualification.
    • Recognized course in Municipal Law Enforcement/by-Laws.

    Competencies:

    • Decision-making skills, mental resilience, knowledge of legislation, bilingualism, attention to detail, and communication skills.

    Experience:

    • 3-5 years in the relevant field.

    Duties:

    • Enforce town planning scheme and by-laws.
    • Conduct inspections on illegal land uses.
    • Issue notices and conduct re-inspections.

    7. Senior Administrative Officer (1 Post) – REF: C3/SAOP

    Remuneration: R936,186.04 per annum (inclusive of car allowance, housing subsidy, and other benefits).

    Requirements:

    • Degree in Property Studies, Law, or Public Administration.
    • Driver’s License.

    Competencies:

    • Knowledge of the property industry, local government legislation, strong research, communication, interpersonal skills, self-motivation, and computer literacy.

    Experience:

    • 5 years in the property or legal field, preferably in the local government sphere.

    Duties:

    • Coordinate and supervise property-related applications.
    • Write reports, memoranda, and letters.
    • Draft policy documents, tender specifications, and contracts.
    • Liaise with stakeholders.
    • Assist with budget and SDBIP implementation.

    8. Administration Officer (2 Posts) – REF: C3/AOFF

    Remuneration: R689,088.00 per annum (inclusive of housing subsidy and benefits).

    Requirements:

    • Grade 12 and Diploma in Real Estate or equivalent qualification.
    • Driver’s License.

    Competencies:

    • Knowledge of the property industry, local government legislation, strong research, communication, interpersonal skills, self-motivation, and computer literacy.

    Experience:

    • 3 years in the local, provincial, national governments sphere or property industry.

    Duties:

    • Write reports and memoranda.
    • Facilitate property applications.
    • Interpret and implement the legal framework.
    • Liaise with stakeholders.
    • Assist with budget and SDBIP implementation.
    • Perform administrative functions within the property department.
