Job Purpose
The purpose of this role is to provide strategic support by identifying and conducting research, initiating projects, and facilitating activities that inform human settlements policy and planning in the City of Tshwane. This involves working across various governmental levels, ensuring that the city’s human settlements are developed and managed in accordance with approved policies, strategies, and spatial frameworks.
Key Responsibilities
The Human Settlements Planner will perform a wide range of functions related to planning and policy development, including but not limited to:
- Policy and Strategy Formulation: Coordinate, review, and formulate policies, strategies, and plans related to human settlements and housing.
- Land Acquisition: Identify suitable land parcels for human settlements, conducting feasibility studies to inform land acquisition or expropriation processes.
- Public-Private Partnerships: Facilitate and coordinate public-private partnership projects, including large-scale human settlements projects and mega-projects.
- Integrated Development: Work on integrating various plans, such as the City’s Integrated Development Plan (IDP), the Metropolitan Spatial Development Framework, and Regional Spatial Development Frameworks.
- Project Management: Oversee the planning, packaging, and monitoring of human settlements infrastructure programs, ensuring they align with approved strategies.
- Stakeholder Engagement: Participate in intergovernmental relations forums, attend to public inquiries, and provide strategic guidance on urban development and housing issues.
- Reporting: Prepare detailed monthly, quarterly, and annual reports on the progress made toward the department’s key performance indicators (KPIs).
- Governmental Relations: Work with the national and provincial governments on critical issues such as the Urban Settlements Development Grant and environmental impact assessments.
Who Should Apply?
This position is open to professionals who meet the following criteria:
- Educational Requirements: A relevant three-year tertiary qualification (degree or national diploma) in Town and Regional Planning, Urban Planning, Development Planning, or any related field.
- Professional Experience: A minimum of six years of relevant experience in human settlements, town planning, or policy development is required. Applicants must have experience in strategic development, policy formulation, and land acquisition processes. A minimum of three years of this experience should be at a supervisory level.
- Skills and Competencies: Applicants should be ethical, have excellent communication and interpersonal skills, and demonstrate strong analytical thinking, project management, and financial management abilities. The ability to work both independently and as part of a team is essential.
- Additional Requirements: A valid Code B driving license and proficiency in computer literacy are required. Registration with a relevant professional council is an added advantage.
