Requirements
- Minimum three (03) years'
- Bachelor's degree/Advanced Diploma/BTech NQF Level 7 in Finance/Financial Management/Accounting/Banking and Financial Risk Management.
- A minimum of three (03) years’ experience in the field of banking, cash and debtors’ management environment at a junior management level.
- A valid driver's license.
- Skills and Competencies: Competency in Microsoft Office Suite (Excel, Word, and PowerPoint).
- Strong analytical capabilities and sound report writing skills.
- Better understanding of the transversal systems of BAS and LOGIS.
- Knowledge and experience of relevant financial systems.
- Knowledge of government policies, practices, and related Acts and regulations such as PFMA, DORA, and Treasury Regulations.
- Excellent technical writing and presentation skills.
- Innovative problem-solving ability.
- The ability to work independently.
- Applied knowledge of all relevant PFMA and Treasury Regulations.
Duties
- Monitor the implementation of the service level agreement with the Provincial Banker (contract management).
- Provide technical assistance to the departments on banking-related matters.
- Monitor the release of payments online and the processing of bank credit transfers.
- Manage the transfer of funds to PMGs and ensure that the transfers align with the schedule and budget allocation.
- Oversee the procurement and appointment process of the provincial banker.
- Manage the Province’s investment portfolio by investing surplus funds and monitoring cash availability.
- Advise Departments on managing outstanding debts and guide them in developing recovery plans and strategies to improve debt collection.
