Requirements
- An appropriate 3-year B-Degree at NQF level 7 (equivalent or higher) in Financial/Management Accounting, Financial management or related field;
- A minimum of 3 years relevant supervisory/ management accounting experience.
- Competencies: Working knowledge and understanding of the following: Legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions;
- Project management;
- Operational management practices;
- Procurement and tendering processes;
- Policy development, and operational management, monitoring and review processes;
- Basic Accounting System (BAS);
- Public service procedures, processes and systems;
- Constitutional, legal and institutional arrangements governing the South African public sector;
- Public finance, human resources and discourse management processes;
- Public Finance Management Act, National and Provincial Treasury Regulations, other financial policies, prescripts, directives and collective agreements;
- Labour Relations legislation and regulations;
- Performance management in general.
- Skills in the following: Numeracy;
- Computer Literacy;
- Language;
- Project Management;
- Accounting, Finance and Audit;
- Financial analytical;
- Financial management;
- Planning and organising;
- Communication (written and verbal);
- Problem-solving and decision-making;

Duties
- Facilitate and monitor the in year monitoring system (IYM);
- Effective coordination, compilation and registration of the Medium Term Expenditure Framework (MTEF) and registration of the Adjusted budget process;
- Completion of the Annual Financial Statements;
- Appropriation statement;
- Design, development and implementation of Management Accounting policies and procedures with regards to SCOA;
- Review and maintain departmental tariff process for relevant programmes;
- Managerial functions.
