    Department of Employment and Labour Vacancies

    1. POST 30/04: Occupational Health & Safety Specialist

    • Reference Number: HR 4/4/4/08/13
    • Salary: R1,003,890 per annum (all-inclusive)
    • Location: Department of Employment and Labour, Provincial Office, Braamfontein

    Requirements:

    • Education:
      • Three-year tertiary qualification in one of the following: Environmental Health, Analytical Chemistry, Chemical Engineering, Electrical Engineering, Mechanical Engineering, Civil Engineering, or Construction Engineering.
    • Experience:
      • 2 years of management experience.
      • 3 years of functional experience in Health and Safety inspection/services.
    • License: Valid driver’s license.

    Knowledge:

    • Public service transformation and management.
    • White Paper on Public Service Transformation.
    • Public Service Act, Regulations, and relevant prescripts.
    • Departmental policies and procedures.
    • Corporate governance and Batho Pele principles.
    • Occupational Health and Safety Act (OHS Act), OHS Regulations, OHSAS.

    Skills:

    • Facilitation, planning, and organizing.
    • Computer literacy and interpersonal skills.
    • Problem-solving and interviewing.
    • Presentation, innovation, and analytical abilities.
    • Research and project management.

    Duties:

    • Oversee the implementation of Occupational Health and Safety (OHS) inspection and advocacy strategies, policies, and procedures.
    • Develop and monitor policies and work plans to ensure positive employer-employee relationships.
    • Conduct advocacy and educational programs for stakeholders.
    • Manage resources of the Sub-directorate including Human Resources, Financial Resources, and Assets.

    Requirements:

    • Education:
      • Three-year qualification in Communication, Public Relations, Business Administration, Customer Relations Management, or Management.
    • Experience:
      • 5 years in Service Delivery improvement or Client Support, with 2 years at Assistant Director or management level.

    Knowledge:

    • Compensation Fund policies, procedures, and processes.
    • Customer service principles (Batho Pele).
    • Budgeting, financial management, and risk management.
    • COIDA, Road Accident Act, and Public Service Regulations.
    • Understanding of Treasury Audits and investigation methods.

    Skills:

    • Communication (verbal and written).
    • Service delivery innovation and client orientation.
    • Planning, organizing, and problem-solving.
    • Conflict management and decision-making.
    • Continuous improvement and people management.

    Duties:

    • Foster a culture of high-quality customer care.
    • Benchmark customer care practices against industry standards.
    • Build and maintain relationships with internal and external partners.
    • Develop and manage customer satisfaction standards and resource management for the sub-directorate.

    Requirements:

    • Education:
      • Three-year qualification in Information Technology or BCom in Information Systems.
    • Experience:
      • 5 years in Information Systems environment, with 2 years at Assistant Director or entry management level.

    Knowledge:

    • Compensation Fund business strategies and goals.
    • Customer service principles (Batho Pele).
    • Technical knowledge of financial management systems and SAP.
    • Risk management, public service regulations, and legislative requirements including PFMA and Treasury Regulations.

    Skills:

    • Technical proficiency and business writing.
    • IT skills and decision-making.
    • Communication (verbal and written), customer focus.
    • Planning, organizing, and problem-solving.
    • People and performance management.

    Duties:

    • Oversee financial management system operations and sub-modules.
    • Manage SAP financial management system and processes.
    • Address issues related to financial management and claims processing.
    • Conduct regular maintenance of financial management and claim processing systems (SAP).

      • Sections E, F, G can refer to the CV for detailed information. Ensure that questions related to re-appointment conditions under Part F are answered.

      • Only an updated, comprehensive CV and a completed, signed Z83 form are required at the time of application.
      • Shortlisted candidates will be asked to submit certified copies of qualifications and other relevant documents on or before the interview date.
      • Foreign qualifications must include an evaluation report from the South African Qualification Authority (SAQA) if shortlisted.

    Background Checks:

    • Shortlisted candidates will undergo a personnel suitability check, including checks on criminal records, citizenship, credit records, qualification verification, and employment history.

    Additional Requirements:

    • Senior Management Services (SMS) Posts:
      • Completion of the SMS Pre-entry Programme (Nyukela) is required.
      • Proof of registration and course completion must be provided before appointment.
      • The cost of the Nyukela course is borne by the applicant.
    • Selection Process:
      • Shortlisted candidates for SMS posts will undergo a technical competency exercise.
      • The selection panel will also assess generic managerial competencies using DPSA SMS assessment tools.
      • Successful candidates must sign a performance agreement.
