Requirements

  • An appropriate 3 years National Diploma/B-Degree (equivalent or higher qualification);
  • A minimum of 3 years relevant experience in the disaster management field.
  • Competencies: Knowledge of the following: Disaster Management Act (Act 57 of 2002) as amended;
  • Sound stakeholder forum management;
  • Best practice regarding disaster management and fire rescue services;
  • Knowledge of and working experience with the legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions;
  • Information systems that aid in the management of knowledge and information pertaining to the line function;
  • Project management, labour practices and performance management;
  • Operational management practices;
  • Procurement and tendering processes;
  • Policy development, and operational management, monitoring and review processes;
  • Modern systems of governance and administration;
  • Public service procedures, processes and systems;
  • Regional and local political, economic and social affairs impacting on the provincial government of the Western Cape;
  • Constitutional, legal and institutional arrangements governing the South African public sector;
  • Public finance, human resources management processes;
  • Public Finance Management Act, National and Provincial Treasury;
  • Regulations, other financial policies, prescripts, directives and collective agreements;
  • Functioning of the Province and the activities of sister departments/related functional areas;
  • Policies of the government of the day.
  • Skills in the following: Computer literacy in MS Office Package (Word, Excel, PowerPoint);

Duties

  • To assist with the coordination and facilitate: Establish the functioning of IGR Disaster Management structures in the province, including Workgroups;
  • Collate, compile and submit Disaster Management Annual Report and responsible for Monitoring and Evaluation related reporting;
  • Develop disaster management (DM) legislation and frameworks;
  • Coordinate Special Events and Disaster Management, disaster response, including standby duties, and coordinating media enquiries;
  • Responsible for capacity-building initiatives;
  • To assist with the management of human resources, performance management, financial management, leadership & strategic management in the Subdirectorate.
