Requirements

  • An appropriate 3-year B-Degree at NQF level 7 (equivalent or higher) in Financial/Management Accounting, Financial management or related field;
  • A minimum of 3 years relevant supervisory/ management accounting experience.
  • Competencies: Working knowledge and understanding of the following: Legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions;
  • Project management;
  • Operational management practices;
  • Procurement and tendering processes;
  • Policy development, and operational management, monitoring and review processes;
  • Basic Accounting System (BAS);
  • Public service procedures, processes and systems;
  • Constitutional, legal and institutional arrangements governing the South African public sector;
  • Public finance, human resources and discourse management processes;
  • Public Finance Management Act, National and Provincial Treasury Regulations, other financial policies, prescripts, directives and collective agreements;
  • Labour Relations legislation and regulations;
  • Performance management in general.
  • Skills in the following: Numeracy;
  • Computer Literacy;
  • Language;
  • Project Management;
  • Accounting, Finance and Audit;
  • Financial analytical;
  • Financial management;
  • Planning and organising;
  • Communication (written and verbal);

Duties

  • Facilitate and monitor the in year monitoring system (IYM);
  • Effective coordination, compilation and registration of the Medium Term Expenditure Framework (MTEF) and registration of the Adjusted budget process;
  • Completion of the Annual Financial Statements;
  • Appropriation statement;
  • Design, development and implementation of Management Accounting policies and procedures with regards to SCOA;
  • Review and maintain departmental tariff process for relevant programmes;
  • Managerial functions.
