Requirements

  • Minimum three (03) years'
  • Bachelor's degree/Advanced Diploma/BTech NQF Level 7 in Finance/Financial Management/Accounting/Banking and Financial Risk Management.
  • A minimum of three (03) years’ experience in the field of banking, cash and debtors’ management environment at a junior management level.
  • A valid driver's license.
  • Skills and Competencies: Competency in Microsoft Office Suite (Excel, Word, and PowerPoint).
  • Strong analytical capabilities and sound report writing skills.
  • Better understanding of the transversal systems of BAS and LOGIS.
  • Knowledge and experience of relevant financial systems.
  • Knowledge of government policies, practices, and related Acts and regulations such as PFMA, DORA, and Treasury Regulations.
  • Excellent technical writing and presentation skills.
  • Innovative problem-solving ability.
  • The ability to work independently.
  • Applied knowledge of all relevant PFMA and Treasury Regulations.

Duties

  • Monitor the implementation of the service level agreement with the Provincial Banker (contract management).
  • Provide technical assistance to the departments on banking-related matters.
  • Monitor the release of payments online and the processing of bank credit transfers.
  • Manage the transfer of funds to PMGs and ensure that the transfers align with the schedule and budget allocation.
  • Oversee the procurement and appointment process of the provincial banker.
  • Manage the Province’s investment portfolio by investing surplus funds and monitoring cash availability.
  • Advise Departments on managing outstanding debts and guide them in developing recovery plans and strategies to improve debt collection.
  • Manage human and financial resources.
