    Procurement Coordinator Job Description

    As a Procurement Coordinator (Grade 7) in the Finance Division, you will play a pivotal role in achieving the Competition Commission’s goals. Reporting to the Manager: Supply Chain Management, your key responsibilities will encompass procurement operations, contract administration, supplier performance evaluation, compliance assurance, and strategic support for the Supply Chain Department.

    Key Responsibilities

    1. Contracts Governance, Development, and Administration

    • Facilitate the procurement process, including sourcing, evaluating supplier quotes, generating purchase orders, coordinating deliveries, and resolving discrepancies.
    • Ensure compliance with procurement policies and the timely delivery of goods and services.

    2. Contract Performance and Supplier Relationship Management

    • Monitor and evaluate supplier performance to ensure adherence to Service Level Agreements (SLAs), delivery schedules, and quality standards.
    • Promote compliance with transformation and empowerment objectives.

    3. Bid and Tender Administration

    • Coordinate and manage tenders, bid evaluations, and acquisitions.
    • Ensure alignment with Supply Chain Management (SCM) policies and report on outcomes and savings.

    4. Reporting and Administration

    • Maintain key reports, including contract registers, spend analyses, and asset registers.
    • Handle administrative tasks to support smooth operations.

    5. Procurement Administration

    • Prepare and manage bid documents, analyze quotations, and engage with suppliers.
    • Ensure the quality, availability, and compliance of goods and services.

    Required Skills and Experience

    The ideal candidate is a dynamic, hardworking individual with:

    • Educational Background:
      • NQF-Level 7 qualification in Supply Chain Management or equivalent.
      • CIPS Level 5 Advanced Diploma (Chartered Institute of Procurement and Supply) minimum. A legal qualification in Commercial or Contractual Law is advantageous.
    • Professional Experience:
      • At least 5 years of experience in Supply Chain Management in public entities.
      • A minimum of 3–4 years of SCM contract management and administration in the public sector.
      • Expertise in capital projects and public finance management practices.
    • Technical Knowledge:
      • Understanding of the Public Finance Management Act (PFMA), Treasury Regulations, Preferential Procurement Policy Framework Act (PPPFA), and Broad-Based Black Economic Empowerment (B-BBEE) Act.
      • Proficiency in supply chain management cycles (demand, acquisition, logistics, disposal, and supplier performance management).
    • Other Requirements:
      • Membership with CIPS (advantageous).
      • Computer literacy (MS Office, Outlook, ERP systems like SAGE).
      • Valid Code 8 driver’s license.
