    The Western Cape Government’s Department of Infrastructure has opened a job opportunity for the position of Administrative Officer: Road Ownership and Expropriation, under Reference Number DOI 13/2024. This role is stationed in the heart of Cape Town’s Central Business District (CBD) and offers a permanent employment contract with a competitive remuneration package at Salary Level 7.

    Administrative Officer Job Purpose

    The primary objective of the Administrative Officer: Road Ownership and Expropriation role is to oversee the acquisition and expropriation of land necessary for road development within the Western Cape. This position is crucial in ensuring that road infrastructure projects are carried out smoothly, legally, and efficiently, contributing to the region’s development and connectivity.

    Minimum Requirements

    To qualify for this position, applicants must meet the following criteria:

    • Educational Qualification: A three-year National Diploma or B-Degree (equivalent or higher qualification) in a relevant field.
    • Experience: A minimum of one year of relevant experience working with statutes, policies, prescripts, and regulations.
    • Driver’s License: A valid Code B (or higher) driver’s license is required. However, individuals with disabilities that limit their driving ability but who have reasonable access to transport may also apply.

    Key Responsibilities

    As an Administrative Officer in this role, you will be tasked with the following duties:

    1. Land Acquisition for Road Purposes: Identifying, negotiating, and securing land parcels needed for road development projects.
    2. Expropriation of Land: Facilitating the expropriation process where necessary, ensuring all legal procedures are followed.
    3. Deeds Office and Surveyor-General Investigations: Conducting thorough investigations into land ownership and related matters through Deeds Office and Surveyor-General records.
    4. Payment Processing: Preparing and compiling payment documents related to land acquisition and expropriation.
    5. Property Ownership Investigations: Investigating and verifying property ownership details to support land acquisition processes.
    6. Drafting Submissions: Preparing detailed submissions to management regarding land acquisition and expropriation cases.
    7. System Updates: Keeping the Expropriations System up-to-date with the latest information and developments.

    Competencies Required

    The role demands proficiency in the following areas:

    • Knowledge of Legislation: A solid understanding of the Roads Ordinance, 1976 (Ordinance No 19 of 1976), the Expropriation Act, 1975 (Act No 63 of 1975), and the Deeds Registries Act, 1937 (Act No 47 of 1937).
    • Communication Skills: Strong written and verbal communication abilities are essential for liaising with various stakeholders and preparing reports.
    • Conflict Handling: The ability to manage conflicts, particularly when dealing with landowners who may be resistant to expropriation.
    • Report Writing: Proficiency in drafting clear, concise, and comprehensive reports.
    • Computer Literacy: Competency in MS Office and other relevant software.
    • Teamwork and Independence: The ability to work both independently and as part of a team.
    • Work Under Pressure: Ability to perform effectively under pressure, particularly in situations involving unhappy property owners.

    Remuneration and Benefits

    The position offers a salary of R 308 154 per annum. In addition to the salary, qualifying employees will also receive benefits such as medical assistance, housing assistance, and pension-fund contributions, in accordance with the applicable prescripts or collective agreements.
