The City of Tshwane’s Department of Economic Development & Spatial Planning is looking for qualified candidates to fill four (4) Development Compliance Officer positions.     Development Compliance Officer Job Overview

    • Department: Economic Development & Spatial Planning
    • Division: Built Environment & Enforcement
    • Section: Built Environment & Enforcement Inspectorate
    • Location: All regions within the City of Tshwane
    • Position Title: Development Compliance Officer (4 Posts)

    • Closing Date: 16 September 2024
    • Salary Scale: R359,952.00 – R499,920.00 per annum

    This job position is open to all categories and aims to attract dynamic individuals who are passionate about ensuring compliance with city development regulations.

    Development Compliance Officer Job Purpose

    The primary role of the Development Compliance Officer is to conduct land use and outdoor advertising compliance operations at a regional level within the City of Tshwane. As a critical part of the Built Environment and Enforcement Inspectorate, your role will ensure that city development projects follow regulations, promote safe urban growth, and contribute to a well-planned city.

    Application Requirements

    To qualify for this position, candidates must meet the following requirements:

    1. Education:
      A three-year diploma or degree in one of the following fields:
      • Civil Engineering
      • Structural Engineering
      • Architecture
      • Building Management
      • Building Science
      • Building Surveying
      • Quantity Surveying
      • Or any other relevant field related to development compliance.
    2. Law Enforcement Certification:
      Candidates must have successfully completed the Law Enforcement Course and be appointed as a Law Enforcement Officer in terms of the Criminal Procedures Act, 1977 (Act 51 of 1977).
    3. Experience:
      A minimum of two years’ relevant working experience in a building control environment within local government is essential.
    4. Licensing and Computer Skills:
      A valid Code B driving license with access to your own vehicle is required. Additionally, candidates must be computer literate and familiar with basic software applications.
    5. Skills and Competencies:
      • Strategic and business management skills
      • Excellent verbal and written communication
      • Strong planning and organizing abilities
      • Financial management skills
      • Ability to work efficiently under pressure

    Key Responsibilities

    As a Development Compliance Officer, you will have various responsibilities, including:

    • Investigating Complaints: Investigate complaints related to land use and outdoor advertising. This involves gathering relevant evidence and ensuring the correctness of owner and property details for successful investigations.
    • Issuing Contravention Notices: You will issue contravention notices to property owners or businesses where non-compliance with development or advertising regulations has occurred.
    • Supervision and Reporting: Follow instructions from your supervisor during inspections and report findings within 24 hours.
    • Court Proceedings: In cases of non-compliance, you will gather evidence, initiate court proceedings, and provide testimony in court to ensure prosecution of offenders.
    • Enforcing Compliance: Monitor judgments related to development contraventions and ensure compliance with court decisions. For ongoing non-compliance, you will refer cases for further legal action, either civil or criminal.
    • Joint Law Enforcement: Conduct integrated law enforcement operations aimed at promoting health, safety, order, and general welfare within the City of Tshwane.
