    • Educational Qualifications:
      • Engineering degree (B Eng / BSc (Eng)).
      • Six (6) years of post-qualification experience.
      • Compulsory registration with the Engineering Council of South Africa (ECSA) as a Professional Engineer.
      • Valid, unexpired driver’s license.
    • Skills & Knowledge:
      • In-depth understanding of Water Resource Infrastructure Management.
      • Knowledge of sector legislation, Dam Safety Regulations, and Standards.
      • Expertise in programme and project management.
      • Familiarity with engineering design, analysis, maintenance, and mobile equipment operations.
      • Proficiency in risk management, technical report writing, and financial management.
      • Competence in computer-aided engineering applications and fostering a high-performance culture.
      • Strong technical consulting, engineering judgment, and strategic leadership skills.

    Duties:

    • Engineering Management:
      • Oversee and manage all aspects of water and wastewater infrastructure, including design, analysis, and maintenance.
      • Provide strategic direction and governance for water services infrastructure projects.
      • Plan and evaluate engineering projects and systems to ensure operational effectiveness.
    • Stakeholder Engagement:
      • Communicate with relevant stakeholders regarding projects and activities.
      • Develop, maintain, and upgrade applicable technology and processes.
    • Contract & Provider Management:
      • Manage contracts with Professional Service Providers (PSPs).
      • Supervise and delegate tasks to PSPs, and ensure the quality and effectiveness of their work.
    • Leadership & Planning:
      • Provide leadership and conduct strategic and business planning for the sector.
      • Contribute to the strategic plan, annual business plans, and budget for the Directorate.
      • Revise plans quarterly and provide comprehensive verbal and written reports to managers.

    • Design & Integration:
      • Perform final reviews, approvals, and audits of new engineering designs according to design principles.
      • Coordinate design efforts across disciplines to ensure integration with current technology.
    • Governance & Risk Management:
      • Allocate, control, and monitor all resources.
      • Compile risk logs and manage significant risks in line with sound risk management practices and organizational requirements.
    • Financial Management:
      • Ensure availability and management of funds to meet MTEF objectives within the engineering environment.

    • People Management:

    • Engineering and Project Management:
      • Provide engineering, project management, and business process re-engineering services for the Municipal Infrastructure Grant (MIG) programme, including site visit evaluations, recommendations, and project monitoring.
    • Support & Coordination:
      • Assist in planning and implementing the Water Services Infrastructure Grant (WSIG), Regional Bulk Infrastructure Programme (RBIG), and other water services funding sources in the North-West.
      • Coordinate Free Basic Services (FBS) and support the Comprehensive Infrastructure Plan (CIP) and Water Conservation and Water Demand Management.
      • Aid in Integrated Development Planning (IDP) and Water Services Development Planning (WSDP) processes, and support Municipal Priority Action Plan (MPAP), Municipal International Water Association (IWA) Water Balance, and Municipal Strategic Self-Assessment (MuSSA) data collection and coordination.
