    Development Compliance Officer Job Purpose

    The Development Compliance Officer will be responsible for conducting land use compliance and outdoor advertising compliance operations at a regional level. The role involves ensuring that all city developments meet the necessary legal and regulatory requirements, contributing to orderly urban growth and the protection of Tshwane’s urban environment.

    Key Responsibilities

    1. Investigating Land Use and Advertising Complaints The primary function of the Development Compliance Officer is to investigate complaints related to land use and outdoor advertising contraventions. This includes gathering relevant property details, verifying ownership, and ensuring that developments comply with the city’s regulations.
    2. Issuing Contravention Notices Where land use or advertising activities are found to be non-compliant, officers will issue contravention notices and follow up on necessary corrective actions. They will also monitor developments to ensure ongoing compliance with city regulations.
    3. Court Proceedings and Prosecution Development Compliance Officers play a crucial role in ensuring that non-compliant developments are dealt with legally. This includes initiating court proceedings against offenders, gathering evidence, attending court to give testimony, and ensuring compliance with court rulings.
    4. Promoting Health, Safety, and General Welfare Officers conduct joint law enforcement activities that aim to promote public health, safety, and convenience, ensuring that Tshwane’s urban growth is both efficient and sustainable.
    5. Monitoring Compliance Once judgements have been passed in court, officers ensure that developers or property owners comply with the rulings. Non-compliance can lead to further legal action, either through civil or criminal proceedings.

    Requirements

    To be considered for the role of Development Compliance Officer, applicants must meet the following qualifications and experience requirements:

    • Tertiary Qualification: Applicants should hold a three-year diploma or degree in Civil Engineering, Structural Engineering, Architecture, Building Management, Building Science, Building Surveying, or Quantity Surveying. Other related fields of study will also be considered.
    • Law Enforcement Qualification: Completion of the Law Enforcement Course is mandatory, along with appointment as a Law Enforcement Officer in terms of the Criminal Procedures Act, 1977 (Act 51 of 1977).
    • Experience: A minimum of two years’ experience working in a building control environment within local government is required.
    • Driver’s License: A valid Code B driving license is necessary, as officers are required to travel between various development sites in Tshwane. Applicants must also have their own vehicle.
    • Computer Literacy: Applicants must be proficient in using computers and related software for reporting, investigation, and compliance tasks.
