Requirements

  • Minimum educational qualification: Appropriate 3-year National Diploma / Degree in Supply Chain Management or Public Administration.
  • Experience: Appropriate supervisory experience in Supply Chain Management.
  • Appropriate Supply Chain Management experience.
  • Competencies (knowledge/skills): Strong knowledge of public sector Supply Chain Management legislation and procurement processes, excellent leadership, administrative, analytical and stakeholder management skills, ability to operate in a deadline-driven environment and ensure high standards of governance and compliance.

Duties

  • Managing and overseeing the procurement and acquisition processes relating to infrastructure maintenance projects, ensuring compliance with applicable legislation, regulations, policies and Supply Chain Management (SCM) prescripts.
  • Developing, implementing and monitoring effective internal control measures to promote good governance, mitigate risks and maintain audit compliance.
  • Managing the procurement documentation, bid evaluation and acquisition processes to ensure fair, transparent and cost-effective procurement practices.
  • Performing delegated approval functions on the Electronic Procurement System (ePS) and ensuring the integrity of procurement transactions.
  • Monitoring and managing supplier performance, including addressing instances of non-performance and implementing appropriate corrective measures.
  • Supervising and managing staff within the Procurement Component, including work allocation, performance monitoring, coaching and staff development.
  • Identifying training needs and facilitating capacity-building initiatives to strengthen Supply Chain Management competencies within the component.
  • Managing all human resource-related functions within the unit, including performance management, discipline, grievance handling and employee development.
  • Ensuring the effective organisation and execution of administrative and operational functions within PUBLIC the component.
  • Maintaining accurate procurement records and ensuring sound document management practices in support of governance and audit

SALARY : R413 001 per annum

stakeholders. Liaising with end users, service providers, governmental departments and other stakeholders on procurement and Supply Chain
Management matters to support effective service delivery. Providing strategic and operational support to ensure procurement activities contribute to the
successful delivery of infrastructure maintenance programmes and departmental objectives.
