Land Development Officer Job Details

Qualifications & Experience Required:

  • A National Diploma (ND) in Town and Regional Planning, Land Survey, or Construction Management (NQF Level 6).
  • Computer literacy with proficiency in office applications.
  • Registration with SACPLAN (South African Council for Planners) as a Candidate Town and Regional Planner.
  • At least 12 months of relevant experience.
  • A clean criminal record (proof must be submitted with the application).

Core Responsibilities of the Land Development Officer

1. Administration and Systems – Land Use Management

The successful candidate will:

  • Monitor land use planning applications for rezoning, subdivision, consent use, departure, and consolidation.
  • Ensure that land use applications are accurately completed and captured correctly in the municipal database.
  • Maintain a land use project database and update project records.
  • Advertise development applications and administer internal filing systems.
  • Prepare and manage Municipal Planning Tribunal (MPT) meetings.
  • Implement and enforce SPLUMA legislation and by-laws.
  • Interface with applicants, the public, and various stakeholders.
  • Prepare professional reports on municipal land development.

2. Administrative Applications & Information Management

  • Process and verify land applications and submit them to relevant committees.
  • Respond to queries regarding the availability of municipal land for residential, business, agricultural, religious, and educational purposes.
  • Update the Town Planning Register and issue zoning certificates.
  • Use GIS and OVVIO systems to confirm existing zoning rights.
  • Administer quotations, requisitions, and orders for municipal land use.
  • Maintain and update databases related to land use applications.
  • Handle customer queries related to land planning and municipal land transactions.

3. Information Record-Keeping

  • Maintain accurate project documentation.
  • Organize and update files, removing outdated information when necessary.
  • Retrieve documentation to support query resolution and administrative decision-making.

4. Departmental Support and Communication

  • Coordinate meetings and schedules related to land use planning.
    • Draft and distribute notices and reports.
  • Assist in public communication related to municipal land management.
  • Handle internal and external queries about municipal land use.
