    The Ngaka Modiri Molema District Municipality (NMMDM), a Category No. 5 Municipality as per the government gazette No. 40117 of July 2016, is located in the heart of Mafikeng in the North West Province. The municipality is currently seeking qualified and experienced individuals to fill key positions within its administration.

    1. Senior Manager – Corporate Support Services (Permanent Position)

    Salary Package:

    • Minimum: R 1,139,433.00
    • Midpoint: R 1,340,509.00
    • Maximum: R 1,541,584.00 (All-inclusive package)

    Location: Mafikeng, North West Province

    Closing Date: 23 August 2024 (12H00)

    Job Overview

    The position of Senior Manager – Corporate Support Services is a crucial role within the municipality, focusing on the implementation of municipal transformation and institutional development. The successful candidate will be responsible for providing strategic leadership in various areas including Human Resources (HR), Labour Relations, Information and Communication Technology (ICT), Council Support, Legal Services, and Fleet Management.

    Key Responsibilities

    • Implement the municipality’s transformation and institutional development strategy.
    • Lead and manage HR strategy implementation, addressing labour matters effectively.
    • Oversee corporate support services including HR management, organizational development, ICT, legal services, and fleet management.
    • Implement the employment equity plan in accordance with the NMMDM Equity Plan.
    • Manage supply chain processes and ensure adherence to the Preferential Procurement Policy Framework Act (Act 5 of 2000).

    Requirements

    • Educational Qualifications: At least a Postgraduate Degree registered on the National Qualifications Framework (NQF) at Level 8 in Public Administration, Management Science, or Law. A Certificate Programme in Management Development (CPMD) or Municipal Finance Management Programme (MFMP) is mandatory.
    • Experience: A minimum of five years of relevant experience at a middle management level in Corporate Support Services.
    • Other Requirements: A valid driver’s license and advanced computer literacy, particularly in Microsoft Office (Word, Excel, PowerPoint).
    • Knowledge and Attributes: Comprehensive knowledge of policies and legislation relevant to the Local Government Sector, institutional governance systems, and performance management systems. Strong leadership capabilities, strategic direction, and governance leadership skills are essential.

    2. Chief Audit Executive (Permanent Position)

    Job Overview

    The Chief Audit Executive is a high-level position within the municipality, focused on directing and managing the internal audit activities to ensure effective risk management and compliance with governance standards. The incumbent will report directly to the Municipal Manager and the Shared Services Audit Committee.

    Key Responsibilities

    • Supervise and manage internal audit activities, ensuring compliance with International Standards for the Professional Practice of Internal Auditing.
    • Develop strategic audit plans that align with the municipality’s goals and establish risk-based plans to prioritize internal audit functions.
    • Manage the internal audit budget to ensure adequate resourcing.
    • Develop and implement a recruitment and training program to ensure the internal audit team possesses the necessary skills.
    • Coordinate the internal audit shared service activities with other assurance providers.
    • Conduct special investigations as requested by management and municipal councils.

    Requirements

    • Educational Qualifications: A Postgraduate Degree registered on the NQF at Level 8 in Auditing or BCom Accounting. CPMD/MFMP is required. Professional designations such as Internal Audit Technician (IAT) and Professional Internal Auditor (PIA) are essential. Certified Internal Auditor (CIA) and other relevant designations are advantageous.
    • Experience: At least five years of experience in internal audit management, with membership in the Institute of Internal Auditors.
    • Other Requirements: Valid driver’s license, relevant computer skills, and knowledge of applicable legislation. High personal and professional ethics, along with strong leadership and communication skills, are necessary.
