Chief Director: Value Chain & Market Access Support

The Department of Small Business Development is seeking a Chief Director for Value Chain & Market Access Support (REF NO: CD – VCMAS) based in Pretoria. The role entails overseeing the development of policies, strategies, and interventions to facilitate access to markets and promote the growth of value market chains for small, medium, and micro enterprises (SMMEs) and cooperatives.
The Chief Director will be responsible for managing an integrated approach to support both domestic and international market access for SMMEs and cooperatives. Key duties include building strategic relationships, leveraging opportunities in trade agreements, and providing progress updates to relevant stakeholders. The successful candidate should possess a Senior Certificate, an undergraduate qualification in Business Administration, Economics, Business Economics, Social Sciences, or equivalent, along with a minimum of 5 years of senior managerial experience in value chain support, market access, or international relations.
Additionally, they should demonstrate competencies in strategic capability and leadership, financial management, problem-solving and analysis, people management and empowerment, client orientation and customer focus, and communication. Deputy Director: Market Access

SALARY: R811 560 per annum
The Department of Small Business Development is seeking a Deputy Director for Market Access (REF NO: DD: MARK A) based in Pretoria. The role involves managing the Sub-Directorate: Market Access Support, which includes developing and implementing the directorate’s operational plan, allocating work, managing performance, and serving on transversal teams as required.
The Deputy Director will be responsible for developing and executing market access policies and strategies to promote the growth and sustainability of small, medium, and micro enterprises (SMMEs) and cooperatives. Key duties include designing instruments and models for linking SMMEs and cooperatives to interventions that enhance product quality, service delivery, and production capacity.
The Deputy Director will analyze market, processing, and distribution trends to identify opportunities and facilitate access for SMMEs and cooperatives. Effective communication with stakeholders, clients, management, and colleagues through written, verbal, and formal presentations is also essential. The successful candidate should possess a Bachelor’s degree in Business Management, Commerce, Economics, Development Studies, or a related field recognized by SAQA.
They should have at least 5 years of relevant experience in Market Access/Enterprise environment, with a minimum of 3 years at the Assistant Director level. Proficiency in computer literacy (MS Office Packages) and demonstrated skills in communication, program and project management, financial management, attention to detail, client orientation and customer focus, problem-solving and analysis, and service delivery innovation are required.

HR Practitioner: PM & HRD

The Department of Small Business Development is seeking an HR Practitioner for PM & HRD (REF NO: HRP PM&HRD) based in Pretoria. The role involves facilitating the implementation of HR policies, strategies, and plans. The HR Practitioner will provide recommendations for improving existing policies, systems, processes, and procedures in areas such as Performance Management, Training and Development Programmes, Bursaries and Scholarships, Recognition of Prior Learning, Workplace Skills Plan, and Internship Programme.
They will develop standardized templates, schedules, and registers to support implementation processes and conduct research on relevant matters to advise on new trends. Key responsibilities include conducting awareness, advocacy, and training sessions, implementing and maintaining systems and procedures, facilitating the submission and moderation process of agreements and assessments, coordinating training interventions, and maintaining statistical analysis templates and HR systems.
The HR Practitioner will also handle communication with stakeholders, clients, management, and colleagues, draft correspondence, provide advice on HR policies and compliance, and provide logistical support for meetings and workshops. The ideal candidate should possess a National Diploma in Human Resource Management, Development, Public Administration, or related field. A minimum of 2 years of experience in HR Management or Development is required, with experience working on PERSAL considered an advantage.
Proficiency in computer literacy and Microsoft Office packages is necessary, along with skills in project management, customer service, stakeholder management, communication, problem-solving, planning, organizing, and technical proficiency.
