    Senior Applications Functional and Technical Specialist Positions at South African Reserve Bank (SARB)

    The South African Reserve Bank (SARB) is a central pillar of the country’s financial system, tasked with maintaining financial stability and promoting sustainable economic growth. South African Reserve Bank recently announced two critical positions, aimed at strengthening their Business Solutions and Technology Department (BSTD): Senior Applications Functional Specialist and Senior Applications Technical Specialist.


    These positions are located at the SARB Head Office in Pretoria, Gauteng, and are essential in ensuring the seamless operation and continuous improvement of the Reserve Bank’s business applications.

    The Roles and Responsibilities

    1. Senior Applications Functional Specialist – BSTD

    The Senior Applications Functional Specialist will lead a team to provide functional support to South African Reserve Bank’s business applications, with a strong focus on testing, analysis, configuration, and general support. This role is critical for optimizing business processes and ensuring that South African Reserve Bank’s systems are aligned with the organization’s goals and regulatory standards.

    The key responsibilities include:

    • Team Leadership and Functional Support: Leading a team to provide robust functional support, including system setup, configuration, and testing. The candidate will need to ensure that SARB’s applications are optimally configured to meet business requirements.
    • Client Engagement and Relationship Management: Managing client relationships independently and partnering with business owners to identify opportunities for optimization and proposing solutions that align with the strategic objectives.
    • Business Analysis and Solution Development: Driving business analysis initiatives and leading cross-functional teams on multi-year projects, ensuring that business requirements are clearly defined, and solutions are effectively implemented.
    • Change Management and Risk Mitigation: Managing change requirements and planning user acceptance testing, as well as identifying and mitigating risks within the application’s functional streams.

    The ideal candidate for this role should possess an Honours degree (NQF 8) in Business Administration, Computer Science, or a related field, along with 8 to 10 years of experience in business analysis and application support environments. The candidate should also have a solid understanding of business transformation and optimization methodologies, as well as a keen awareness of quality assurance standards and continual improvement practices.

    2. Senior Applications Technical Specialist – BSTD

    The Senior Applications Technical Specialist will focus on supporting, maintaining, and enhancing the BSTD applications to ensure systems availability and optimal performance. This role is crucial for maintaining the technical integrity of SARB’s applications and driving the implementation of new features and enhancements.

    Key performance areas include:

    • Systems Monitoring and Maintenance: Leading the monitoring of underlying environments, including databases and application servers, to ensure optimal performance and system availability.
    • Technical Support and Solution Architecture: Providing technical guidance for the resolution of complex issues and configuring solution architecture to support the application lifecycle.
    • Compliance and Risk Management: Ensuring that all systems adhere to security and application standards and identifying and mitigating risks associated with application support.
    • Team Development and Knowledge Sharing: Imparting knowledge of the technical environment to the development team and mentoring junior technical specialists to ensure the quality of their outputs.

    Candidates should hold an Honours degree in Computer Science, Information Management, or Information Technology, with 8 to 10 years of experience in supporting and maintaining IT business applications. Additionally, they should have expertise in systems integration, workload estimation, technical analysis, and infrastructure design.

    Understanding SARB’s Mandate and Operations

    The South African Reserve Bank’s mandate is clearly defined in Section 224 of the Constitution of South Africa. The primary objective is to protect the value of the currency to support balanced and sustainable economic growth. SARB’s functions include:

    • Monetary Policy: Using interest rates to control inflation and stabilize the value of the rand.
    • Financial Stability: Identifying and mitigating systemic risks that could disrupt the financial system.
    • Prudential Regulation: Promoting the safety and soundness of financial institutions and ensuring they adhere to regulatory standards.
    • Financial Markets and Surveillance: Regulating cross-border transactions, managing the country’s gold and foreign exchange reserves, and ensuring the integrity of financial systems.
    • Payments and Settlements: Maintaining the soundness of the national payment system, which is the backbone of the country’s financial infrastructure.
    • Research and Statistics: Conducting research to support policy decision-making and providing important economic and financial statistics.
