Financial Accountant Job Description
This role is pivotal in coordinating, reviewing, and implementing financial accounting systems and procedures in accordance with relevant legislation, regulations, frameworks, and policies. The Financial Accountant will ensure the accuracy of monthly, quarterly, and annual financial statements while supporting efficient financial operations. The incumbent is expected to uphold the NDA’s financial policies and adhere to recognized accounting standards, including GAAP, GRAP, IFRS, PFMA, and National Treasury regulations.
Key Responsibilities
- Financial Management:
- Oversee daily financial transaction recording and review processes.
- Manage the review and approval of financial transactions processed by accounts staff.
- Conduct monthly general ledger reviews and weekly bank reconciliations.
- Approve payments to suppliers, funded projects, and salaries at the first level.
- Perform cash management functions, ensuring sufficient cash is available to meet obligations and excess funds are invested wisely.
- Develop and maintain comprehensive record-keeping systems.
- Prepare quarterly cash flow projections to optimize financial resources and investment opportunities.
- Facilitate the preparation of schedules and reconciliations for year-end audits.
- Ensure that accounting records are adequately prepared for both internal and external audits.
- Corporate Governance:
- Ensure all financial transactions comply with applicable laws, policies, and regulations, including PFMA, Treasury Regulations, and SARS.
- Ensure compliance with GRAP standards in all financial recordings.
- Provide training to NDA staff on financial processes to promote adherence to operational procedures and policies.
- Financial Analysis and Reporting:
- Prepare monthly and quarterly management accounts for decision-making purposes.
- Compile annual financial statements in accordance with GRAP standards.
- Generate financial reports required by NDA funders and stakeholders, including National Treasury and other authorities.
- Conduct variance analysis between budgeted and actual financial outcomes, providing explanations for any discrepancies.
- Support business units in analyzing financial reports and managing their budgets.
- Consolidate budget inputs and assist the Finance Manager in budget preparation, adhering to PFMA requirements.
- Staff Management:
- Manage the performance and work output of subordinates.
- Prepare and monitor performance contracts.
- Provide guidance and supervision to subordinates to ensure high performance and adherence to standards.
- Internal and External Audit:
- Ensure the completeness and accuracy of accounting records, backed by necessary reconciliations.
- Maintain a robust record-keeping system to ensure all transactions are supported by valid and compliant documents.
- Respond to audit queries and draft responses to audit findings.
- Provide timely information to auditors as required.
Requirements
- Minimum Qualification: Bachelor of Commerce degree in Financial Accounting (NQF level 7).
- Preferred: Articles completed; post-articles experience is advantageous.
- Experience: At least three years of financial accounting and reporting experience.
- Knowledge: Familiarity with accounting packages (e.g., Great Plains), GRAP, PFMA, National Treasury regulations, public administration, and accounting systems.
