    Property Practitioners Regulatory Authority Vacancies

    1. Risk Officer

    Requirements:

    1. Education:
      • Postgraduate Diploma in Governance, Risk, and Compliance Management or equivalent qualification.
      • Membership with IRMSA is advantageous.
    2. Experience:
      • Minimum of 5 years of relevant work experience, with at least 3 years in a supervisory role.
      • Specific knowledge of legislation related to Real Estate is essential.
    3. Skills and Knowledge:
      • Advanced understanding of Risk Management and control frameworks.
      • Familiarity with PFMA and National Treasury regulations.
      • Proficiency in data analysis tools and statistical applications.
      • Strong report writing and presentation skills.
      • Project management capabilities, along with proficiency in MS Office Suite.
      • Strong research, presentation, facilitation, and organizational skills.

    Key Responsibilities:

    1. Risk Management:
      • Implement and maintain the PPRA’s risk management framework and procedures.
      • Develop and facilitate risk scenarios for decision-making purposes.
      • Identify and register risks significant to the PPRA’s strategic objectives.
    2. Risk Profiling:
      • Develop risk profiles for different units within the organization.
      • Coordinate risk assessment projects.
      • Prepare consolidated strategic and operational risk registers for reporting.
    3. Collaboration:
      • Work with Risk and Compliance teams to follow up on Internal Audit findings.
      • Contribute to the development of operational and Internal Audit strategic plans.
    4. Reporting:
      • Identify and report on the impact of risks on the organization.
      • Register and monitor identified risks for ongoing assessment.

    Term of Appointment: Permanent Position

    2. Manager – ICT Governance, Security, Risk, and Compliance

    Educational Qualifications

    • Required:
      • Bachelor’s Degree in Information Technology (NQF 7) or equivalent.
      • Valid certifications in COBIT 5 or COBIT 2019, CGEIT, CISM, or CISSP.
    • Advantageous:
      • Postgraduate degree.
      • Certification in CISA or ISO 27001.

    Experience

    • Overall: Minimum of 5 years of relevant working experience.
    • Supervisory: At least 3 years of experience at a supervisory level.

    Skills and Knowledge

    • IT Governance: Strong understanding of IT Governance, Security Management, and Corporate Governance principles.
    • ISO Processes: Familiarity with ISO processes and standards.
    • Policy Management: Experience in policy conceptualization and implementation.
    • IT Planning: Proven experience in IT planning, governance, and system development.
    • Systems Design: Expertise in systems design and development from business analysis to disaster recovery planning.
    • Project Management: In-depth understanding of project management principles.
    • Data Analysis: Solid understanding of data analysis, budgeting, and business operations.
    • Analytical Skills: Superior analytical and problem-solving capabilities.

    Key Responsibilities

    ICT Governance and Security Management

    • Governance: Manage ICT governance and security within the Information Technology service to meet performance expectations.
    • Relationship Management: Maintain and build relationships with stakeholders and service providers to ensure service levels are met.
    • Policy Implementation: Develop and implement ICT governance and security policies, processes, and procedures.

    Risk and Compliance

    • Risk Management: Perform risk and compliance services for PPRA’s IT systems and infrastructure.
    • Cyber Security: Conduct awareness programs on cyber security and IT governance.

    People and Budget Management

    • People Management: Perform people management functions within the allocated section.
    • Budget Management: Manage the annual departmental budget.

    Remuneration

    • Salary: A market-related salary will be negotiated with the successful candidate.

    Term of Appointment

    • Contract Type: Permanent position.

      • Postgraduate Diploma in Governance, Risk, and Compliance Management or an equivalent qualification.

      • Membership with CISA (Certified Information Systems Auditor) is an advantage.
      • Certification in Compliance is an added advantage.

    Experience

    • Overall: Minimum of 5 years of relevant working experience.
    • Supervisory: At least 3 years of experience at a supervisory level.

    Skills and Knowledge

    • Compliance Management: Advanced understanding of compliance management and control frameworks.
    • Legislation Knowledge: In-depth knowledge of legislation governing Real Estate.
    • PFMA and Treasury Regulations: Familiarity with the Public Finance Management Act (PFMA) and National Treasury regulations.
    • Data Proficiency: Proficient in using data analysis tools and statistical applications.
    • Report Writing: Excellent skills in report writing and presentations.
    • Project Management: Competency in project management and the use of MS Office Suite.
    • Research and Organization: Strong research, presentation, facilitation, and organizational skills.

    Key Responsibilities

    • Implementation: Develop and maintain PPRA’s compliance framework and procedures to reduce potential compliance risks.
    • Review: Prepare draft reviews for the Internal Audit Charter, Compliance Framework, Policies, and Procedures annually or as needed.
    • Program Development: Develop and implement a comprehensive compliance program aligned with organizational needs.
    • Compliance Risk Plan: Create and implement a compliance risk management plan in accordance with approved standards and tools.
    • Risk Profiles: Develop compliance risk profiles for various organizational units.
    • Risk Registers: Prepare consolidated operational compliance risk registers for reporting purposes.
    • Planning: Contribute to the development of the Compliance strategic and operational plans.
    • Support: Provide secretarial and logistical support to the Chief Risk and Compliance Officer during Compliance Forum Meetings.
    • Reporting: Generate and provide detailed compliance reports.

    Contract Type: Permanent position.

    4. Chief Information Officer (CIO)

    Educational Qualifications

    • Essential: Master’s Degree in Computer Science or an equivalent qualification at NQF level 9.
    • Overall Experience: At least 10 years of professional experience.
    • Senior Management: 3 to 5 years of experience at a senior management level within a large or complex organization.

    Skills and Knowledge

    • ICT Expertise:
      • In-depth understanding of ICT systems, networks, and architecture.
      • Strong knowledge in developing and maintaining a robust cybersecurity strategy and framework.
      • Experience in delivering effective cybersecurity awareness training programs to maintain a high level of awareness among users.
      • Proficiency in large-scale system development and maintenance.
    • Legislative Knowledge:
      • Familiarity with relevant legislation including PPRA, PFMA, GAAP, KING IV, LRA, SDA, BCEA, and the Companies Act.
    • Technical and Digital Literacy:
      • Advanced skills in computer and digital technologies.
    • Third-Party Management:
      • Proven experience in defining roles and responsibilities for third-party service providers and ensuring proper service level agreements or contracts are in place.
    • People Management:
      • Strong people management skills coupled with high emotional intelligence.

    Key Responsibilities

    • Strategic Direction: Manage and deliver a strategic ICT direction, ensuring consistent delivery in line with PPRA’s ICT performance expectations.
    • Strategic Contribution: Contribute to the development of the PPRA Strategic Plan and Annual Performance Plan, offering insights based on industry trends and ICT-related best practices.
    • ICT Unit Operations: Align ICT Unit operations with stakeholder needs, enhancing its position and credibility within the organization and the industry.
    • ICT Architecture: Oversee the development of an ICT Architecture Plan (Master Systems Plan) and the implementation of related strategies, policies, and procedures.
    • ICT Governance: Oversee the implementation of ICT governance, security policies, processes, and procedures.
    • Compliance Management: Support the identification of compliance gaps and implement necessary remediation measures.
    • Budget Management: Develop and manage the ICT budget, ensuring compliance with the annual budget.
    • Resource Optimization: Ensure the availability and optimization of resources to facilitate service delivery within the division.
    • Risk Management: Develop and implement quality assurance processes to effectively manage IT risks.

    Term of Appointment

    • Contract Type: 5-year fixed-term contract.

    Remuneration

    • Salary: Market-related remuneration will be negotiated with the successful candidate.

    Educational Qualifications

    • Required:
      • National Diploma in Information Technology or an equivalent qualification.

    Experience

    • Professional Experience:
      • Minimum of 3 years’ experience in a similar role.
    • Technical Experience:
      • Experience with SAP Business One, Office 365, and Microsoft Exchange.

    Skills and Knowledge

    • Legislative Knowledge:
      • Familiarity with legislation relevant to the organization.
    • Customer Service:
      • Strong customer service orientation.
    • Analytical Skills:
      • Strong analytical abilities with a focus on task completion and meeting deadlines.

    Key Responsibilities

    • Maintain the customer care support system.
    • Provide end-user support, including troubleshooting, account maintenance, and training.
    • Support, test, and troubleshoot hardware and software issues.
    • Administer SAP Business One, Office 365, and Microsoft Exchange systems.
    • Audit system software and licensing to ensure compliance with regulations.
    • Provide administrative support for all projects related to the IT functions within the unit.
    • Participate in disaster recovery and incident handling as required.

    Contract Type: Permanent position.

    Salary: Market-related remuneration will be negotiated with the successful candidate.
