Supply Chain Management Officer Position Details

The successful candidates will report to the Acquisition Manager and will be responsible for rendering and maintaining an effective and efficient procurement function that ensures value for money when acquiring assets, goods, and services.
Key Responsibilities
The selected candidates will be responsible for the following key tasks:
- Plan and manage the procurement process to ensure timely delivery of goods and services at fair costs.
- Compile specifications to meet Ithala SOC’s procurement needs.
- Maintain accurate purchase records and implement steps to prevent waste.
- Procure goods and services following authorized processes.
- Ensure that all expenditures align with the approved budget.
- Maintain compliance with threshold values and procurement policies.
- Manage bid documentation, evaluation, adjudication criteria, and general contract conditions in line with legislation.
- Obtain written quotations from at least three service providers.
- Oversee bid processes and prepare evaluation reports.
- Obtain necessary approvals from the relevant authorities.
- Apply and record the point system based on Preferential Procurement Policy Framework Act (No. 5 of 2000).
- Prepare service-level agreements for drafted contracts.
- Determine stock requirements and ensure bulk supply efficiency.
- Resolve supplier issues and ensure an effective supplier performance management system.
- Ensure goods received are checked, signed for, and recorded accurately.
- Process payments and maintain accurate reconciliations of financial transactions.
Minimum Requirements
Education
Candidates must have:
- A National Diploma in Supply Chain Management, Accounting, Finance, or Financial Management.
- A B Degree in any of the above fields will be considered an advantage.
Experience
- 3–5 years of relevant experience in Supply Chain Management.
- Preference will be given to candidates with public sector procurement experience in the construction industry.
Functional Competencies
- Proficiency in Microsoft Office Suite (MS Office).
- Experience with banking systems, JD Edwards, and database formulation.
- In-depth knowledge of Public Finance Management Act (PFMA).
- Strong report-writing skills.
