As a Personnel Official Supervisor within the Directorate of Human Resource Career Management (HRM), you will play a pivotal role in providing personnel administration support, particularly for Senior Management Services (SMS) within the Department of Defence. This includes managing recruitment, selection, and appointments of SMS officials, ensuring that all processes comply with regulations and standards set forth by the Department of Public Service and Administration (DPSA) and the DoD.
Key Responsibilities
- Personnel Administration: Provide comprehensive HR administration support, including the placement of Senior Management Service (SMS) officials in the Department of Defence. You will coordinate recruitment, selection, and appointments of SMS officials.
- Supervisory Role: You will supervise and ensure the efficient and effective provision of HR services, including the administration of HR-related matters such as probation appointments, pay progression, and acting allowances.
- Verification and Documentation: You will be responsible for verifying personal credentials (qualifications and employment history) of SMS members and drafting submissions for delegated authorities to approve appointments.
- HR System Management: Manage PERSOL transactions and ensure proper documentation and approval processes are followed, especially regarding pay progression for SMS officials.
- Consultation and Advice: Advise and assist SMS members and other employees on structuring their salary packages and other HR-related matters. Additionally, you’ll inform SMS officials about important deadlines for financial disclosures.
- Compliance and Legislation: Ensure all actions comply with HR legislation, the SMS Handbook, and Executive Protocols. You will also be responsible for understanding and applying HR prescripts and DPSA guidelines related to SMS appointments.
Requirements
- Educational Requirements: A Grade 12 (NQF Level 4) qualification or an equivalent is required.
- Experience: You must have a minimum of three to five years of relevant experience in Human Resource Management, particularly within the South African government or similar public sector environments.
- Skills:
- Proficiency in the PERSOL (or PERSAL) system, crucial for managing HR transactions and records.
- Strong understanding of SMS recruitment and selection processes, as well as the applicable HR legislation and guidelines.
- Good interpersonal and communication skills, both verbal and written, are essential to interact with senior management and other HR personnel effectively.
- Computer literacy, particularly with MS Office Suite (Word, Excel, PowerPoint), is a must.
