Position Purpose
The Specialist: Supply Chain (C3) role is essential to ensuring efficient procurement within merSETA’s operations. This role is responsible for supporting merSETA’s procurement processes while upholding strict adherence to compliance regulations and protocols. The successful candidate will play a crucial role in facilitating transparent, compliant procurement practices and supporting the authority’s larger mandate of sector-wide skills development.
Key Accountabilities and Responsibilities
The selected candidate will be expected to efficiently and effectively manage procurement requests while upholding stringent compliance standards. Key responsibilities include:
- Processing procurement requests in alignment with established procedures and relevant regulatory guidelines.
- Assisting with reviewing RFQ Reports and PPFA Scoresheets prepared by Administrators.
- Ensuring the accuracy of payment requisitions before allocating them for Purchase Order generation.
- Overseeing Purchase Order generation to ensure proper capturing by Administrators.
- Reviewing Terms of Reference (TORs) for accuracy and assisting in updating the Procurement Plan Dashboard.
- Scheduling Bid Specification Committee meetings and overseeing changes to TORs as needed.
- Managing the accuracy of tender advertisements following TOR approval.
- Conducting pre-screening of tenders before Bid Evaluation Meetings.
- Reviewing tender pre-screening reports and compiling bid recommendation reports.
- Monitoring Purchase Requisitions and Terms of Reference to ensure accuracy prior to activation of the procurement process.
- Overseeing tender closures and reviewing bid committee minutes for accuracy.
Qualifications, Experience, and Skills Required
merSETA is seeking candidates with a strong background in Supply Chain or Procurement, ideally within the public sector, who demonstrate an understanding of compliance and transparency in procurement processes.
- Educational Requirements: Diploma or equivalent NQF level 6 qualification in Supply Chain, Procurement, or a related field.
- Experience: Minimum of three years in a similar role, preferably within the public sector.
- Knowledge and Skills:
- Proficiency with the Public Finance Management Act (PFMA) and public procurement processes.
- Familiarity with bid committee functions in the tender process.
- Proven track record in compliance reporting and auditing practices.
- Excellent attention to detail, relationship management skills, and effective communication abilities.
