    Department of Forestry, Fisheries, and the Environment Overview

    The Department of Forestry, Fisheries, and the Environment presents an excellent opportunity for individuals passionate about environmental conservation and resource management to contribute to the nation’s sustainability.     Application Process

    Interested applicants are required to submit their applications in the prescribed format. Applications must include a completed Z83 form, which can be obtained from any Public Service Department, along with a comprehensive Curriculum Vitae (CV). The submission of certified copies of qualifications, Senior Certificate, identity document, and driver’s license will be necessary for shortlisted candidates on or before the day of the interview. Foreign qualifications must be evaluated by the South African Qualification Authority (SAQA). It is important to note that the department gives preference to underrepresented designated groups as part of its equity plan and encourages persons with disabilities to apply.

     

    Location of Submissions

    For applications intended for Pretoria, the documents should be sent to the Director-General, Department of Forestry, Fisheries and the Environment, Private Bag X447, Pretoria, 0001. Alternatively, applicants may hand-deliver their submissions to Environment House, Erf 1563 Arcadia Extension 6, Corner Soutpansberg and Steve Biko Road, Arcadia, Pretoria.

     

    For applications intended for Cape Town and the Eastern Cape, the documents should be sent to the Director-General, Department of Forestry, Fisheries and the Environment, Private Bag X4390, Cape Town, 8000. Alternatively, applicants may hand-deliver their submissions to 14 Loop Street, Cape Town.

     

    Selection Process

    Shortlisted candidates will undergo screening and security vetting procedures to assess their suitability for employment. The vetting process may include checks on criminal records, citizenship status, creditworthiness, reference checks from previous employment, and verification of qualifications. Candidates who are shortlisted for the position may also be required to participate in a technical exercise that assesses their relevant technical skills.

    Following the interview and technical exercise, the Selection Panel will recommend candidates to undergo a generic managerial competency assessment in compliance with the Directive on the implementation of competency-based assessments by the Department of Public Service and Administration (DPSA).

     

    Requirements for SMS Posts

    Candidates applying for Senior Management Service (SMS) posts are required to have successfully completed the Senior Management Pre-Entry Programme endorsed by the National School of Government (NSG) as of 1 April 2020. The NSG offers the Certificate for entry into SMS, and more information about the program can be obtained from their website at https://www.thensg.gov.za/training-course/sms-pre-entry-programme/.

    The successful candidate for an SMS position at the Department of Forestry, Fisheries and the Environment will be expected to provide proof of completion of the NSG Public Service Senior Management Leadership Programme Certificate.

     

    Closing Date

    Please note that there has been an erratum regarding the closing date for the advertised post of Chief Director: Sector Compliance.     Department of Forestry, Fisheries, and the Environment Jobs

    Director: Integrated Human Resource Management

    Ref No: CMS29/2023

    Salary: R1 105 383 per annum

     

    The Department of Forestry, Fisheries and the Environment is seeking a qualified and experienced professional for the position of Director: Integrated Human Resource Management. The successful candidate will be based in Cape Town and will be responsible for various aspects of human resource management within the department.

    The requirements for this position include an undergraduate degree or advanced diploma in Human Resource Management or an equivalent qualification recognised by SAQA. Candidates should have a minimum of five years of experience in Human Resource Management at a middle or senior managerial level. Knowledge of Human Resource Development legislation, the Public Finance Management Act, and Treasury Regulations is essential.

    Additionally, candidates should possess expertise in HR management, learning development, performance management, policy development and implementation, financial management, and strategic planning. Strong research, analytical, organisational, planning, and presentation skills are also required. Successful completion of the Senior Management Pre-entry Programme endorsed by the National School of Government is necessary.

    The duties of the Director will involve ensuring the implementation of performance management for coastal regions, conducting performance appraisals, managing recruitment and selection processes, overseeing the implementation of HRD strategies, and facilitating internship and leadership development programmes. The Director will also be responsible for compliance with the regulatory framework related to service benefits and conditions and providing advice on these matters.

    Control Environmental Office: Grade A: Carbon Sinks Mitigation

    Ref No: CCAQ12/2023

    Salary: R554 490 per annum

    The Department of Forestry, Fisheries and the Environment is seeking a qualified individual for the position of Control Environmental Officer: Grade A in the field of carbon sinks mitigation. The successful candidate will be based in Pretoria and will play a crucial role in coordinating and facilitating research and climate change mitigation efforts related to carbon sinks.

     

    Applicants should hold a four-year degree or equivalent qualification in Natural or Environmental Sciences. Additionally, candidates should have a minimum of six years of post-qualification experience in the relevant field. Knowledge and expertise in various areas are required, including environmental management, atmosphere, plant and soil interlinkages, forestry dynamics in South Africa, South African vegetation biomes, land use and land use change dynamics, IPCC’s work on Agriculture, Forestry, and Other Land Use (AFOLU), climate change, computer modelling, and global change issues.

    Experience in project management, finance/budgeting administration, climate change adaptation, technical and financial reporting, and familiarity with public service legislation, departmental policies, and procedures are also necessary. The ideal candidate should possess strong organisational, coordination, and planning skills, as well as excellent communication, interpersonal, and analytical thinking abilities. Proficiency in computer literacy, technical writing, and presentation skills is expected. The ability to work independently and as part of a team, and to perform well under pressure, is also important.

     

    The duties of the Control Environmental Officer will involve facilitating and coordinating research and climate change mitigation responses related to carbon sinks in land and ocean environments. This includes the development, review, and alignment of policies, legislation, and regulations that impact national carbon sinks in the AFOLU sector. The Officer will also support the development of emission targets, carbon budgets, and policies to achieve emissions reductions. Modelling and updating emissions profiles, analysing and reviewing greenhouse gas inventory data, and coordinating stakeholder consultations in the AFOLU sector are additional responsibilities.

    Assistant Director: Public Entity Support And Performance

    Ref No: ODG04/2023

    Salary: R424 104 per annum

     

    The Department of Forestry, Fisheries and the Environment is seeking a qualified individual for the position of Assistant Director: Public Entity Support and Performance. The successful candidate will be based in Pretoria and will play a crucial role in providing support and facilitating the performance of public entities within the department.

     

    Applicants should hold a National Diploma (NQF 6) in Public Management or a relevant qualification. A minimum of three years of relevant experience is required for this position. Knowledge of public entity governance processes and procedures, including the King reports and codes on good governance principles and the presidential review on state-owned entities, is essential. Familiarity with public service prescripts and procedures, strategic planning, budgeting, financial management, project management, research methodology, and procurement procedures is also necessary.

    Proficiency in specific computer software packages and efficient use of associated hardware, as well as knowledge of monitoring and evaluation systems, corporate governance protocol, administrative procedures, HR management practices, legal issues, negotiations, and conflict resolution, are important. Strong verbal and written communication skills, interpersonal relations, coordination, organizational and planning skills, presentation skills, relationship management, stakeholder engagement, and electronic records management are desired attributes.

    The ideal candidate should be innovative, proactive, able to work long hours voluntarily, gather and analyse information, interpret and apply policies, strategies, and legislation, work independently and in a team, and thrive under extreme pressure. A valid driver’s license is required.

     

    The duties of the Assistant Director will involve providing support in facilitating and analysing draft corporate plans, annual performance plans, quarterly performance reports, and mid-year reviews of Departmental Public Entities in consultation with relevant branches. The Assistant Director will also assist the Directorate in the appointment of public entity Board members, provide governance support for public entities, and support the management of governance projects and related engagements undertaken with Public Entities.

    Senior Forester: Woodlands & Indigenous Forest Management

    Salary: R359 517 per annum

    The Department of Forestry, Fisheries and the Environment is looking to fill eight positions for Senior Forester: Woodlands & Indigenous Forest Management in the Eastern Cape. The successful candidates will be responsible for the management and preservation of indigenous forests and woodlands within the designated area.

     

    Applicants should hold a Degree/National Diploma (NQF6) in Forestry, Nature Conservation, or any relevant qualification. A minimum of two years of experience in indigenous forest management or a related field is required. Knowledge of relevant acts such as the National Forests Act (NFA), National Environmental Management Act (NEMA), National Environmental Management: Biodiversity Act (NEMBA), Public Service Act (PSA), and Public Finance Management Act (PFMA) is essential. Proficiency in computer skills, people management, leadership skills, planning and organizing, financial management, and possession of a valid driver’s license (Code B) are also necessary.

     

    The duties of the Senior Forester will include implementing the infrastructure maintenance plan within the forest estate, which involves maintaining forest roads, official buildings, forest boundaries, and fences. They will assist in preserving forest biodiversity and contribute to the development and implementation of the forest estate management plan, including the rehabilitation of degraded forest areas, wetlands, and riparian zones.

    Compliance with relevant legislation, such as the National Forest Act and National Veld and Forest Fire Act, will be required. Recording and monitoring of rare, threatened, and endangered species, controlling invasive alien plants, implementing the Protected Areas Conservation and Integrated Management (PCI&M) framework, managing woodlots associated with indigenous forests, promoting environmental awareness, and building relationships with stakeholders are additional responsibilities. The Senior Forester will also supervise staff and manage the risk and security aspects of the forest estate.

    Environmental Officer Production Grade A: Sustainable Aquaculture Management

    The Department of Environmental Management in Cape Town is seeking an Environmental Officer Production Grade A: Sustainable Aquaculture Management. The position is responsible for implementing integrated coastal and inland fisheries management, specifically focusing on aquaculture development and monitoring.

     

    Applicants should hold a Degree/National Diploma (NQF6) in Environmental Management, Natural Sciences, or Environmental Sciences. A minimum of one year of relevant experience in natural science after obtaining the qualification is required. Knowledge of the Marine Living Resources Act and other environmental legislation related to aquaculture development and monitoring is necessary.

    Familiarity with environmental management principles, environmental monitoring, and environmental compliance for aquaculture development is important. An understanding of Environmental Impact Assessment and the impact of aquaculture development on the environment is expected. Knowledge of administrative procedures and database development and management, as well as experience in project management and contract management, is desired. A valid driver’s license is also required.

     

    The duties of the Environmental Officer include providing inputs into the process of developing guidelines, risk assessment, and designating Aquaculture Development Zones (ADZ) as part of integrated coastal and inland fisheries management. This involves drafting technical project terms of references, serving on bid committees, reviewing technical project reports, arranging and attending meetings, and developing and reviewing guidelines for environmental monitoring within the ADZs.

    The role also includes providing technical inputs and advisory services for integrated environmental management related to aquaculture, contributing to the amendment of environmental and applicable legislation, facilitating integrated pollution and waste management for aquaculture farms, and providing technical support through written contributions to publications and dissemination of information.

    Administrative and related functions are part of the role, including compiling monthly technical reports on ADZs for the Sub-directorate, addressing challenges and blockages, and providing technical inputs for funding environmental monitoring projects in aquaculture and ADZs. Exploring avenues for external funding of programs and projects is also expected.
