    Secretary of Police Service (Director-General) – Civilian Secretariat for Police Service

    Salary: R2 158 533 per annum (all-inclusive package)
    Contract Duration: Five Years
    Location: Pretoria

    The Civilian Secretariat for Police Service is seeking a highly qualified and experienced individual to fill the role of Secretary of Police Service (Director-General). This position entails providing strategic leadership and comprehensive management of the Secretariat’s functions and operations in accordance with the Civilian Secretariat for Police Service Act. The successful candidate will play a pivotal role in ensuring effective civilian oversight of the South African Police Service and contributing to the development of sound policing policies.

    Requirements:
    • Bachelor’s Degree in Public Administration, Commerce, Social Science, or Law (NQF 7).
    • Post-graduate qualification (NQF 8) or relevant equivalent qualification.
    • 8 – 10 years of senior management experience (including 5 years at SMS level in the Public Service).
    • Completion of pre-entry certificate for Senior Management Service (SMS).
    • Profound understanding of the Civilian Secretariat for Police Service Act.
    • Extensive knowledge in policy drafting, partnership strategies, constitutional law, and police legislation.
    • Familiarity with government policies in the crime-fighting environment and stakeholder management.
    • Strong grasp of safety and crime prevention structures and the PFMA.
    • Demonstrated leadership and management skills, strategic planning, and financial management.
    • Effective problem-solving, analytical, communication, and negotiation skills.
    Duties:
    • Provide strategic leadership and efficient administration of the Civilian Secretariat.
    • Manage the budget in compliance with Public Finance Management Act.
    • Oversee civilian oversight and evaluation of the South African Police Service.
    • Contribute to policing policy development and provide strategic advice to the Minister of Police.
    • Offer evidence-based research for informed policing policy and decision-making.
    • Coordinate stakeholder engagement and public participation on policing matters.
    • Facilitate legislation review and development, including presenting bills to Parliament.
    • Implement government-wide crime and violence prevention programmes.
    • Advise the Minister on effective policing, safety, and security matters.
    • Manage inter-governmental, civil society, and public-private partnerships.
    • Ensure compliance with international obligations.
    • Monitor police service budget utilisation and compliance.
    • Provide oversight for National Forensic Oversight and Ethics Board (DNA Board) and DPCI Judge.
    • Maintain relationships with relevant Parliamentary Committees.
    • Lead/provide input in meetings with provincial civilian oversight structures.
    • Manage physical, human, and financial resources.

    The Civilian Secretariat for Police Service is recruiting for the position of Deputy Director-General: Civilian Oversight and Strategic Partnerships. This role requires a dynamic individual with a background in Public Administration, Social Sciences, Developmental Studies, or Law to provide strategic leadership and support to the Secretary of Police Service. The successful candidate will play a crucial role in advising on partnerships, oversight monitoring, and evaluation while ensuring compliance with constitutional and policy requirements.

    Requirements:
    • Bachelor’s Degree in Public Administration, Social Sciences, Developmental Studies, or Law (NQF 7).
    • NQF 8 qualification in Public Administration, Social Sciences, Developmental Studies, Law, or relevant equivalent.
    • 8-10 years of senior managerial-level experience.
    • Extensive knowledge of partnership strategies and stakeholder relations.
    • Understanding of government policies, research and development methodologies, and monitoring and evaluation methods.
    • Familiarity with government systems and structures.
    • Sound strategic leadership and management skills.
    • Ability to manage transformation, change, and diversity.
    • Proficiency in applied strategic planning, financial management, and problem-solving.
    • Strong communication, presentation, interpersonal, and project management skills.
    • Valid driver’s license.
    Duties:
    • Provide strategic leadership and advisory support to the Secretary of Police.
    • Advise on constitutional and statutory powers and responsibilities of the Minister of Police.
    • Offer strategic advice on partnerships, oversight monitoring, and evaluation.
    • Lead and guide the Secretary of Police on partnership and oversight matters.
    • Ensure civilian oversight of the South African Police Service.
    • Facilitate, establish, and promote strategic partnerships for community safety and crime prevention.
    • Implement government-wide crime and violence prevention programmes.
    • Initiate, coordinate, integrate, and sustain partnerships supporting crime prevention.
    • Develop stakeholder relationships and engagement plans.
    • Align partnerships strategy with national policy.
    • Facilitate community participation in safety programmes.
    • Manage community outreach programme engagements.
    • Oversee monitoring and evaluation of police performance, compliance, and conduct.
    • Develop and manage strategies for monitoring and evaluating performance.
    • Provide guidance on compliance, conduct, and performance monitoring.
    • Evaluate the effectiveness and efficiency of the Police Service.
    • Develop and implement strategies for evaluating SAPS programmes.
    • Coordinate and monitor special projects.
    • Manage relationships with internal and external stakeholders.
    • Monitor police transformation and infrastructure.
    • Develop and coordinate monitoring, evaluation, and reporting systems.
    • Manage resources, including physical, human, and financial.

    The Civilian Secretariat for Police Service is seeking a qualified candidate for the position of Deputy Director-General: Policy Research and Legislation. This role demands a seasoned professional with a background in Law, Social Science, or Research to provide strategic leadership and support to the Secretary of Police Service. The successful candidate will play a crucial role in advising on research, legislation, and policy development, ensuring alignment with constitutional and policy requirements.

    Requirements:
    • LLB Degree or Bachelor’s Degree in Law, Social Science, or Research (NQF 7).
    • NQF 8 qualification in Law, Social Science, Research, or relevant equivalent.
    • 8-10 years of senior managerial-level experience.
    • Basic understanding of the Civilian Secretariat for Police Service Act.
    • Extensive knowledge of legislative drafting and interpretation of constitutional law.
    • Familiarity with the Constitution of the Republic of South Africa, good governance, and Batho Pele Principles.
    • Proficiency in legislation research, policy and research development methodologies, and government legislation.
    • Understanding of the PFMA and Public Service Regulatory Framework.
    • Strategic leadership, programme and project management, financial management, and change management skills.
    • Effective problem-solving, conflict resolution, analytical, and communication skills.
    • Strong policy development, research, legal drafting, and planning skills.
    • Valid driver’s license.
    Duties:

    • Implement government-wide crime and violence prevention programmes.
    • Ensure effective consultation on Crime Prevention policies and research.
    • Conduct legal research and liaise with stakeholders on legislation.
    • Ensure research information and legislation proposals align with required frameworks.
    • Manage development and reviews of legislation.
    • Prepare draft Bills and Regulations and manage consultations and Parliamentary processes.
    • Manage costing of policies and legislation.
    • Develop financial and fiscal values of policies and legislation for MTEF inputs.
    • Implement a costing model for the department.
    • Manage resources, including physical, human, and financial.

    Accounting Clerk – Civilian Secretariat for Police Service

    Salary: R202 233 per annum
    Location: Pretoria

    The Civilian Secretariat for Police Service is looking for an Accounting Clerk to join their team. This role requires an individual with a Grade 12 certificate or equivalent and basic knowledge of financial functions. The Accounting Clerk will be responsible for performing various financial and administrative tasks to support the financial operations of the Secretariat.

    Requirements:
    • Grade 12 certificate or equivalent.
    • Basic knowledge of financial functions.
    • Ability to capture data and collate financial statistics.
    • Understanding of public financial legislations, procedures, and treasury regulations.
    • Familiarity with basic financial operating systems (e.g., PERSAL, BAS, LOGIS).
    • Knowledge of the legislative framework governing the Public Service.
    • Computer literacy.
    • Planning and organisational skills.
    • Interpersonal and effective verbal and written communication skills.
    • Confidentiality, time management, and the ability to work under pressure.
    Duties:
    • Process financial accounting transactions, including receiving and verifying invoices and capturing payments.
    • Provide support for salary administration, including processing salary advices, bonuses, adjustments, and deductions.
    • Perform bookkeeping tasks, such as capturing financial transactions, reconciling accounts, and processing electronic banking transactions.
    • Assist with budget support services, collecting information from budget holders, comparing expenditures against budgets, and capturing relevant data.
    • Perform administrative tasks related to budgeting, including distributing documents and handling cash payments.
    • Maintain accurate and organised filing of financial documents.
