Development Compliance Officer Job Purpose
The primary role of the Development Compliance Officer is to conduct land use and outdoor advertising compliance operations at a regional level within the City of Tshwane. As a critical part of the Built Environment and Enforcement Inspectorate, your role will ensure that city development projects follow regulations, promote safe urban growth, and contribute to a well-planned city.
Application Requirements
To qualify for this position, candidates must meet the following requirements:
- Education:
A three-year diploma or degree in one of the following fields:- Civil Engineering
- Structural Engineering
- Architecture
- Building Management
- Building Science
- Building Surveying
- Quantity Surveying
- Or any other relevant field related to development compliance.
- Law Enforcement Certification:
Candidates must have successfully completed the Law Enforcement Course and be appointed as a Law Enforcement Officer in terms of the Criminal Procedures Act, 1977 (Act 51 of 1977). - Experience:
A minimum of two years’ relevant working experience in a building control environment within local government is essential. - Licensing and Computer Skills:
A valid Code B driving license with access to your own vehicle is required. Additionally, candidates must be computer literate and familiar with basic software applications. - Skills and Competencies:
- Strategic and business management skills
- Excellent verbal and written communication
- Strong planning and organizing abilities
- Financial management skills
- Ability to work efficiently under pressure
Key Responsibilities
As a Development Compliance Officer, you will have various responsibilities, including:
- Investigating Complaints: Investigate complaints related to land use and outdoor advertising. This involves gathering relevant evidence and ensuring the correctness of owner and property details for successful investigations.
- Issuing Contravention Notices: You will issue contravention notices to property owners or businesses where non-compliance with development or advertising regulations has occurred.
- Supervision and Reporting: Follow instructions from your supervisor during inspections and report findings within 24 hours.
- Court Proceedings: In cases of non-compliance, you will gather evidence, initiate court proceedings, and provide testimony in court to ensure prosecution of offenders.
- Enforcing Compliance: Monitor judgments related to development contraventions and ensure compliance with court decisions. For ongoing non-compliance, you will refer cases for further legal action, either civil or criminal.
- Joint Law Enforcement: Conduct integrated law enforcement operations aimed at promoting health, safety, order, and general welfare within the City of Tshwane.
