Key Responsibilities of the Budget Accountant
As a Budget Accountant, you will be responsible for handling crucial financial operations, including budgeting, financial planning, and reporting. Below are your key duties:
Budget Planning & Management
- Assist in the preparation of the annual budget and the Medium-Term Expenditure Framework (MTEF).
- Develop and maintain budget templates for Executives.
- Formulate and review budgeting guidelines in alignment with the Strategic Plan of Legal Aid SA.
- Consolidate budgets at different levels (Cost Centre, Departmental, Divisional, and Organizational) and present the final version to the Chief Financial Officer for Board approval.
- Capture the approved budget into the financial system and ensure distribution across Local, Provincial, and National Office departments.
Financial Reporting & Compliance
- Generate monthly variance reports, analyzing budget performance and cash flow implications.
- Prepare and update National Treasury templates – Estimates of National Expenditure (ENE).
- Ensure compliance with statutory requirements and manage financial operations in line with PFMA (Public Finance Management Act) and National Treasury Regulations.
- Review and manage the vendor database, ensuring B-BBEE compliance.
Stakeholder Coordination & Service Excellence
- Work closely with Executives and Finance Managers to support budgeting processes.
- Ensure service excellence and adherence to demanding deadlines.
- Coordinate budgets across multiple levels of the organization.
- Ensure effective integration of financial operations across all business units.
Qualifications and Experience Required
To be considered for this role, you must meet the following qualifications and skills:
- A recognized tertiary qualification in Finance and Accounting, such as:
- B.Com in Accounting/Finance or equivalent
- A minimum of a three-year degree or diploma in finance-related studies
- Work Experience:
- Minimum of three years management experience in a finance-related role
- Strong knowledge of budgeting and financial planning
- Hands-on experience with strategic and business planning, monitoring, and reporting
- Technical and Soft Skills:
- Advanced Excel and business writing skills
- Excellent understanding of PFMA, National Treasury Regulations, Legal Aid SA Act, and King IV Code of Corporate Governance
- Ability to work under strict deadlines and manage multiple tasks efficiently
- Strong analytical, organizational, and leadership skills
- Ability to collaborate with Executive Management in achieving strategic goals
- Experience in financial systems and reporting tools
